Housing Justice is Racial Justice

These are painful and traumatizing times. We see your heartbreak and outrage, and we feel them too. We mourn together for George Floyd, Ahmaud Arbery, Breonna Taylor, and the devastatingly long list of Black Americans killed before them. 

Yet, as john a. powell writes, "fissures are beginning to appear in the system. And when cracks start to show, we have to keep on hammering." We will continue fighting for racial justice, against anti-blackness and against police brutality, and to invest in true public safety like affordable housing. Legislative Updates & NPH Policy Priorities

NPH is committed to continuing our work to advance policy solutions that can create meaningful change for all of our communities, especially amidst COVID-19, the economic downturn, and a renewed call to urgency for racial justice. In Sacramento, our priority bill, SB 899 (Wiener), which will make it easier to build 100% affordable housing on land owned by places of worship, hospitals, and nonprofit colleges, advanced out of the Senate Housing committee with 10 out of 11 votes. This bill will open up historically exclusionary communities to benefit all our neighbors -- Black, White, and Brown.

Another of NPH's priority bills, however, will be tabled for this legislative session. Given the impact of COVID-19 on the state's legislative priorities, AB 2058 (Gabriel), an NPH-sponsored bill which would have created a new housing preservation tax credit to incentivize the purchase and conversion of market-rate homes to permanent affordability was put on the Assembly Appropriations “suspense” file. This designation means that this bill will no longer be advancing this legislative session.

On Monday, June 15 the Legislature is mandated by the Constitution to adopt a budget. At a time when many other programs have suffered steep cuts, NPH is grateful for the inclusion of a $500 million investment in the Low-Income Housing Tax Credits and is working with Legislators to ensure that the program is structured in such a way that will provide subsidies to create a high number of deeply affordable homes.

How we can advance our priorities together. NPH and our affordable housing partners met with the office of Pro Tem Toni Atkins on the Senate Housing Package and pushed for the inclusion of SB 899 as part of it, along with a call for a significant investment in affordable housing production and preservation. SB 899 will next be heard by the Senate Appropriations Committee which must decide whether the bill advances by June 19. We need your help to show that SB 899 has robust support from our community and need you to send in your support letter no later than this Friday, June 12.

 

Federal Policy Update

Housing as a priority issue for both COVID response and recovery is building new housing champions at the federal level. Both Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer recently joined the National Low Income Housing Coalition and housing and homelessness advocates from around the nation to discuss housing and homelessness solutions proposed as part of the HEROES Package. NPH joins our national level partners in calling for a vote on the HEROES Act by the Senate as well as critical fixes to the Low-Income Housing Tax Credit program (LIHTC) needed to ensure the stability and strengthening of this critical funding source.

Affordable Housing Month was a success. Although this year was completely digital, this didn’t stop affordable housing advocates from showing that we are #InThisTogether. NPH members and partners' #AffordableHousingMonth content generated more than 2 million impressions, reaching and mobilizing both familiar partners and new supporters.

Join NPH on Friday, June 12 for our upcoming virtual Brown Bag training, “Implementing New 3P’s Policy Tools.” Come discuss and demystify recent and new affordable housing policy and production tools, and breakdown how local jurisdictions and developers can apply these new tools to produce and preserve affordable housing and protect tenants and learn what's being discussed in the 2020 legislation session.

Join the Emerging Leaders Peer Network (ELPN) on Tuesday, June 23 for “Modular 101.” This training will explore lessons learned from modular design and construction practices, discuss this construction type as a housing development production tool, and break down how local jurisdictions and developers can apply these new tools to evaluate if modular construction can be applied to their projects.

Please help us welcome Beilul Naizghi, our new Policy Associate. Beilul joins NPH to support NPH's state legislative and regulatory advocacy. Before NPH, Beilul worked as a project manager at NeighborWorks Sacramento, building affordable homeownership in Sacramento and surrounding regions. Beilul also advocated for enforcement of the Surplus Land Act in Sacramento as a member of the Environmental Council of Sacramento (ECOS). She grew up in Hercules, CA in Contra Costa County and has a B.A. in Public Policy from Brown University.
