As Congress considers a multitrillion dollar budget plan to extend the expiring provisions in the 2017 Tax Cuts and Jobs Act through reconciliation, Urban Institute researchers are analyzing how possible changes to the Medicaid program to pay for the tax cuts would affect access to health care and health care spending.
