In 1965, a beloved Pennsylvanian dog captured the nation’s attention after suddenly vanishing off her family’s farm. Pepper, a dalmatian, had disappeared in June of that year, stolen and sold by a dog dealer to a research hospital in New York City. While her family tried to find her, Pepper died on the operating table after an experiment implanting her with a cardiac pacemaker failed.

Pepper’s story pushed the Johnson administration to act, and in August 1966, President Johnson signed the Animal Welfare Act into law—and it has since served as a turning point in how we think of animals and the care they deserve in this country. And although this landmark law has made great strides in improving how we treat animals, there is still much work to be done to improve the law, especially in strengthening its enforcement. That’s why we’re fighting to pass critical legislation like the Better CARE for Animals Act, which will strengthen multi-agency collaboration to better enforce the Animal Welfare Act. But we need your support.
