State Engineer's Office to Hold Public Hearings Regarding Proposed Instream Flow Water Rights

In accordance with Wyoming Statute 41-3-1006(e), the Wyoming State Engineer’s Office will
hold two public hearings to share information and receive comments prior to granting or
denying six Instream Flow water rights applications.


The first public hearing will be convened at 9:00 a.m. on Tuesday, April 29, 2025 at the Big
Horn County Fair Hall, 315 Holdredge Ave., Basin, Wyoming. This hearing will pertain to
three applications in Big Horn County: Buckskin Ed Creek Instream Flow (TFN 36 4/043F),
Cedar Creek Instream Flow (TFN 36 5/043R), and Soldier Creek Instream Flow (TFN 36
1/044F).


The second public hearing will be convened at 9:00 a.m. on Wednesday, April 30, 2025 at
the Dayton Town Hall/Lucille Alley Room, 608 Broadway Ave., Dayton Wyoming. This
hearing will also pertain to three applications. One application is for Trout Creek Instream
Flow (TFN 36 2/044F) in Big Horn County. The other two applications are for West Fork
Little Bighorn River Instream Flow (TFN 36 3/043F) and Lodge Grass Creek Instream Flow
(TFN 36 6/043F) in Sheridan County.


These applications were prepared by the Wyoming Game and Fish Department. The
Wyoming Water Development Office submitted the applications to the Wyoming State
Engineer’s Office and conducted a hydrologic feasibility study. All six segments are located
entirely on U.S. Forest Service lands. Details on segment lengths and locations and the

Both of the hearings will be recorded and transcripts will be made available for anyone
