As Maryland Attorney General, I swore an oath to uphold the Constitution. That includes defending the First Amendment, which guarantees the right to free speech—regardless of citizenship status or political affiliation.

The Trump Administration is targeting noncitizens with lawful status simply for expressing political beliefs that differ from their own with two new immigration executive orders.

Donald Trump’s executive orders direct federal agencies to investigate, arrest, detain, and deport noncitizen students and faculty who engage in political speech the administration disagrees with. This is ideological discrimination, plain and simple.

This so-called “Ideological Deportation Policy” is not just unconstitutional, it’s dangerous. It has already led to the revocation of over 800 visas, leaving students, scholars, and residents vulnerable to arrest and deportation.

We cannot allow any administration to weaponize immigration laws as a tool to punish people based on what they believe. If we don’t act now, this policy could have devastating consequences for academic freedom and fundamental civil liberties.
