Today, Agenda PAC is proud to unveil the first slate of targets in our 50-for-50 campaign—a nationwide effort to expose and defeat the most vulnerable anti-LGBTQ+ elected officials in America. 

Up first are the most beatable bigots in Virginia, West Virginia, Pennsylvania, Maryland and New Jersey!

Each week, we’ll spotlight the politicians pushing hate from city halls, school boards, and state capitols—and more importantly, we’ll show you how we’re going to beat them. This week’s targets represent five states where equality is on the line, and where voters are ready for change.

Here are the first five:

•Geary Higgins – Virginia: A culture warrior who built his career fighting LGBTQ+ inclusion in Loudoun County schools. Now a state senator, Higgins is out of step with a fast-changing district—and a top target for equality voters in 2025.

•Jay Webber – New Jersey: A career politician with one of the longest anti-LGBTQ+ records in the state. Webber opposed marriage equality, voted against banning conversion therapy, and has aligned himself with far-right hate groups for over a decade. His district is trending blue—and he’s beatable in 2025.

•Joe Emrick – Pennsylvania: A Trump-aligned hardliner with votes against LGBTQ+ kids and abortion rights. Emrick barely held his seat in 2024 and represents a Biden-won district with a proven progressive base.

•Neil Parrott – Maryland: A three-time failed congressional candidate running again in 2026. Parrott has attacked IVF access for LGBTQ+ families, led efforts to overturn marriage equality, and trafficked in deeply offensive anti-women rhetoric. He’s already lost twice—and we’re going to make sure he loses again.

•Mike George – West Virginia: A far-right school board radical running for Mayor of Charles Town. George has pushed book bans, aligned with Moms for Liberty, and called LGBTQ+ visibility “dangerous.” Now he wants to bring that agenda citywide.

We’re not just identifying these candidates—we’re mobilizing to defeat them! That means research, messaging, coalition support, and connecting local movements to national power. Each of these targets has one thing in common: they’ve gone too far—and voters are ready to send them packing.

This is just the beginning. Every week, we’ll release a new batch of targets from across the country. Because there are bigots on the ballot in every state—and we’re coming for all 50!
