Each year, the City Charter requires that the mayor address the State of our City, and Mayor Bass will deliver her speech in the next couple of weeks. As we approach this annual report, we wanted to provide you with a brief overview of where we are on some critical issues.
RECOVERY: FASTEST IN US HISTORY
Gov. Newsom declared that “The cleanup following the Los Angeles fires is on track to be the fastest in American history,” and Mayor Bass has galvanized all of City government and its partners around making sure this pace continues.
* Last week, the Mayor announced that the U.S. Army Corps of Engineers had cleared debris from the three schools in Los Angeles that were partially destroyed by the Palisades Fire – Palisades Charter High School, Palisades Charter Elementary, and Marquez Charter Elementary.
* Phase 1 of hazardous debris removal was completed in 28 days – half the time it took in the months following the Camp Fire.
* Phase 2 of debris removal began after only 35 days – half the time it took in the months following the Woolsey Fire.
* Water and power have been restored to standing buildings and homes in the Palisades – it took nearly 18 months for that to happen following the Camp Fire.
* Our first rebuilding permits were issued after 57 days – in the Camp Fire it took 123 days and for the Woolsey Fire it took 230 days.
The Mayor has been on the frontlines of this recovery effort. She's held weekly calls with Palisades residents, engaged directly in the community with those who have lost their homes, and has continued to pursue the fastest and most effective rebuild possible. The deadline for impacted Angelenos to apply for no-cost debris removal has been extended to April 15th.
DECREASING HOMELESSNESS AT HISTORIC RATES
Preliminary data has indicated a decrease in street homelessness for the second year in a row for the first time since the crisis first exploded in Los Angeles years ago. The Mayor has:
* Led the first decline in 6 years, 10% decline in street homelessness;
* Nearly doubled the number of people moved into permanent housing; and
* Addressed 90+ encampments and brought thousands inside through Inside Safe

KEEPING LOS ANGELES SAFE
Last month, Mayor Bass joined law enforcement officials and community interventionist leaders to announce the continued decrease in crime in Los Angeles:
* Homicides decreased 14% and shootings have decreased by approximately 19% in 2024 compared to 2023.
* Violent crimes like rape, robbery and aggravated assault also decreased by 2,586 crimes compared to 2023.
* LAPD saw a 4-year-high in applications following action to recruit and retain officers.
* The LAPD Retail Theft Taskforce made nearly 200 arrests and recovered more than $46 million in stolen goods.
