Re: CCRS Reporting Follow Up
This is to follow up the March 26, 2025, GovDelivery message regarding samples and lab testing result filing in the Central Cannabis Reporting System (CCRS).
In that message, we reiterated that the Washington Administrative Code (WAC) rules govern how licensees are required to report QA results. We acknowledged in that message that there may have been some confusion and perceptions of past practices and that we would take time in the next 90 days to increase education and awareness of WAC 314-55-102 requirements regarding labs and the issue of “R&D” and “non-mandatory” to help ensure broader understanding of compliance requirements.

This message is to follow through on that commitment to further understanding of the rule and expected practice. Please find this internal briefing document that explains the issue in more depth, includes concerns expressed by the industry, and states next steps going forward. This document was created to brief the Board and LCB Enforcement and Education staff to ensure consistency across the agency.
Next Steps
Lastly, please find these FAQs resulting from questions we’ve received. If needed, we’ll add to these over time as well as post any future related documentation.
Within the next two to three months, we will also open the rule development process to address R&D definitions and protocols related to submitting lab product testing results and incorporating elements related to internal quality control sampling specifically related to product development.
