Mayor Ed Gainey's 2021 campaign prominently featured promises to make healthcare giant UPMC "pay their fair share" to the city despite their nonprofit status. Nearly four years later, with Pittsburgh facing budget constraints, no additional revenue has materialized from UPMC or other major nonprofits — something that County Controller Corey O'Connor is weaponizing against Gainey ([link removed]) in the May 20 Democratic primary.
