2025 has gotten off to quite the start, to say the least. I’ve heard from so many constituents that they’re concerned about the direction in which our country is headed. While families are struggling to make ends meet, Donald Trump, Elon Musk, and GOP extremists are doing nothing but gutting our government and slashing essential services.
I want you to know that I am doing everything in my power as your Congressman to fight back.

Scott’s State of the Union Guest
At President Trump’s joint address to Congress, Scott brought as his guest Dr. Jim Brewer, a medical professor and chair of UCSD’s Department of Neurosciences, the top NIH-funded neuroscience department in the country. Because of Trump and the GOP’s proposed cuts to NIH funding, Dr. Brewer’s critical and life-saving research on Alzheimer’s disease is in jeopardy. Scott is fighting to protect the patients and innovation that will be harmed by such cuts.

Standing up for Transgender Servicemembers
In February, Trump issued an executive order banning transgender individuals from serving in the U.S. military. It hurts our military to turn away brave, qualified Americans who want to serve our country, solely based on their gender identity. That’s why Scott stood against this ban in 2017, and why he is fighting back again this time. Scott will always stand with the LGBTQ+ community and with our military.

Defending Democracy
While House Republicans are bowing to pressure and failing to stand up to the Trump Administration’s overreach and continued disregard for the separation of powers, Scott and his fellow Democrats are fighting back. They expect us to be complacent while an unelected billionaire slashes essential government services and GOP leadership Congress’s power to review Trump’s tariffs – but we won’t back down. Scott voted against their Trump-enabling budget, and he remains committed to working across the aisle when possible – without sacrificing our communities’ well-being.
Continuing to address the Tijuana River Valley (TRV) Sewage Crisis
Scott has been working tirelessly to secure the funding needed to address the cross-border sewage crisis that has plagued our region for years. After working alongside the San Diego Congressional delegation to secure $650 million for the International Boundary and Water Commission (IBWC), which is enough to fully repair & expand the South Bay International Wastewater Treatment Plan (SBIWTP), Scott is still working to secure long-term solutions to protect our communities’ health. Last month, he introduced legislation that will allow the IBWC to access additional funding pathways, instead of relying solely on annual Congressional appropriations or emergency funding.
In March, Scott also joined with his California colleagues to invite EPA Administrator Lee Zeldin to visit the South Bay International Wastewater Treatment Plant (SBITWP) and see firsthand the ongoing environmental and public health harms on our communities.
Hands Off Rally
On Saturday, Scott joined a local San Diego “Hands Off” protest – over 30,000 people attended! He’s taking a stand to defend our democracy and let Donald Trump know we won’t let his cruel, reckless agenda roll back the progress we’ve made on healthcare access, LGBTQ+ rights, climate action, opportunity for all, and much more. We can rest assured that Scott will continue using every tool available to him in Congress to push back on this Administration and protect San Diego.

Fighting for Medicaid
Scott has been a longtime advocate for protecting Medicaid funding. One in five CA-50 residents relies on Medicaid for critical health services – but the GOP’s proposed $880 billion in cuts would rip away their and millions of other Americans’ health care coverage, and increase costs for tens of millions more. That’s why Scott is taking a stand. Last month, he joined the community at UC San Diego Health to talk about the impact of these cuts:
