Updated Notice of Public Meeting: Elk Refuge Sewer District, Elk Refuge Sewer District Conveyance System

The Elk Refuge Sewer District of Teton County, Wyoming, will hold a public meeting at 3 p.m. local time on *Monday, April 28th 2025*, at 1755 North Highway 89, Jackson, Wyoming 83001. The meeting will allow citizens to review and comment on the following project(s).

*Summary Explanation of the Elk Refuge Sewer District Wastewater Conveyance System:*

The Elk Refuge Sewer District is developing an advanced wastewater conveyance system to connect to the Town of Jackson. Currently, District members utilize separate conventional septic systems and leach fields to treat wastewater. This project will facilitate the delivery of wastewater from the District members to the Town of Jackson’s collection system and ultimately to the Town’s Wastewater Treatment plant. This project will eliminate the District’s discharge of effluent to the soils and water table adjacent to the Elk Refuge. A gravity collection system will gather wastewater through 6-in main lines to a grinder manhole and then to a lift station. Wastewater will then be pumped through a 4-inch HDPE force main approximately 8,000 feet to connect to the Town’s sewer collection system.

At the meeting, the Elk Refuge Sewer District will present the preliminary design of the proposed project and discuss the estimated cost and funding plan. Based on current cost estimates, the Elk Refuge Sewer District plans to borrow $3,626,264 from the Wyoming Clean Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. The average rate increase is estimated to be $3,216.00/month per user to repay the loan. The average rate increase will be estimated by the district and paid by each user to repay the loan. Loan terms will be 1% interest rate and 30 years.
