From stealing research to pushing propaganda—and even funding antisemitic campus protests, hostile countries are using our colleges and universities to undermine our nation’s interests.
Foreign regimes like the Chinese Communist Party (CCP) have poured billions into American academic institutions—often in secret. The Trump administration has uncovered BILLIONS in previously unreported foreign funds flowing to our universities, and every dollar comes with strings attached.
To be frank, this is wildly dangerous, and it’s time to protect our students and our institutions from malicious foreign influence.
The DETERRENT Act is a crucial step in fighting back. The House just passed this bill with bipartisan support, requiring colleges to report foreign gifts as small as $50,000—and completely reject any amount from nations like China, Iran, North Korea, and Russia. Faculty and staff will also need to disclose foreign funding, ensuring accountability across campuses.
I introduced the Senate version of this bill in the last Congress, and I’m all-in on supporting it again this time around.
