The High Road Strategy Center is proud to release its 2024 Year in Review, highlighting a year of impact in building more equitable and democratic communities. This annual report reflects our commitment to empowering local governments and advancing high-road policies that uplift workers, businesses, and communities alike.
This year, the Year in Review captures key milestones across our initiatives, demonstrating how cities and leaders nationwide are putting these strategies into action to create lasting change.

Key Highlights:
Mayors took action to improve pedestrian safety: The Mayors Innovation Project launched its second Mayors Institute on Pedestrian Safety,
bringing together ten mayors to develop solutions for safer streets. Participants, including leaders from Boise, ID, and Chattanooga, TN, secured funding and policy changes to make their cities more walkable.
State leaders advanced equitable transportation policies: Through the State Smart Transportation Initiative, top transportation officials shared best practices and integrated new approaches into infrastructure planning, ensuring transportation systems are more sustainable and accessible.
Women mayors gained critical support in leadership: New research from
the Mayors Innovation Project included a nationwide survey and interviews with 45 women mayors, offering key insights and recommendations to strengthen equity and representation in local government.
Cities and states implemented stronger worker protections: ProGov21 equipped policymakers with strategies to enhance economic justice, providing tools to advance fair wages, job security, and workplace protections.
Democratic organizations received expanded policy support: GPAL broadened its advisory services, offering resources and guidance to help organizations promote fair governance and progressive policy innovation.
“As we reflect on the past year, it’s clear that the high-road approach is gaining traction,” said Joel Rogers, Director of the High Road Strategy Center. “This report celebrates our collective progress and the growing momentum behind policies that put communities first.”
