Last night, the 2025 General Assembly concluded! Our team brought forward multiple bills focused on making government work better and more equitably for Marylanders.
This year’s General Assembly session was extremely challenging: not only did they enter in January facing a $3 billion deficit, but soon after the session started, the Trump Administration began making major cuts to federal programs and agencies – cuts that will further harm our revenues.
My role as Comptroller in the budget process is to provide a single source of truth for our revenue projections: my agency provides the estimate that the General Assembly and Governor must work within, and we provide estimates on what some tax changes will bring in. We also provided technical advice as needed in drafting tax changes, and my team and I were happy to help this session.
I also passed several bills that will further our goal to make government work better for Marylanders:
✅ HB0761/SB0665 will modernize our unclaimed property program by including digital property and making it easier for people to receive their unclaimed property.
✅ HB0603/SB0663 will allow our agency to send electronic notices to businesses regarding the earned income tax credit, streamlining communication and saving postage costs.
And, we will receive several additional positions come July 1 so that we can increase the number of people taking calls and do some of the auditing work that the IRS is now leaving undone because of cuts. Our positions have a positive return on investment. I’m grateful to the Governor and General Assembly for their support.
