Legislative Update

Friends,

As we continue our work in the Minnesota Legislature, I want to take a moment to provide an update on the progress we've made so far this session.

First and foremost, I am pleased to report that we have successfully reached both the first and second legislative deadlines, ensuring that important bills and priorities are moving forward. This is a vital step in the legislative process, as we work to address the needs of our communities and ensure that the concerns of Minnesotans are being heard and acted upon.

*House Republicans’ Budget Framework*

In the House, we Republicans have released our budget framework, which outlines a clear, responsible path forward for Minnesota. This framework represents the largest total spending reduction in state history—$3.9 billion less than the 2024-25 budget, and $1.159 billion below the 2026-27 budget base. As we look ahead, especially toward the 2028-2029 projected budget, we are taking a major step in addressing the deficit that was created by last year’s reckless spending. In 2023-2024, Democrats enacted $20 billion in new spending—a 40% increase—spent the entire $18 billion surplus, and raised taxes by $10 billion. To begin righting the ship, we’re proposing a $2.608 billion reduction, closing the gap from $6 billion all the way down to $2.226 billion. House Republicans will continue to stand firm against tax hikes and leverage the proposed spending reductions by the Governor and Senate to further right-size state government. We are committed to keeping Minnesota on a fiscally responsible path while ensuring that we are addressing the real priorities of you, your families, and your communities.

*Macy’s Bill Passes in the House*

I am excited to announce that yesterday’s Floor Session resulted in the passing of HF 341 [ [link removed] ]. This bill has been over 10 years in the making and is the result of years of hard work, collaboration, and dedication with Sue Vanek. It represents a true partnership between constituents and policymakers, and I am deeply grateful for the support we have received in advancing this important piece of legislation. *Bill Progress and Priorities*

As we move past the first two legislative deadlines, I want to share some of my bill priorities that I am committed to moving forward. As with all of my legislative work, these bills represent a commonsense approach to regulation that benefits the environment, recreators, and our economy alike.  


* *HF 1327 [ [link removed] ] –* This legislation broadens the definition of all-terrain vehicles (ATVs) to benefit both manufacturers and consumers by accommodating a wider range of vehicles. It provides clarity by clearly distinguishing ATVs from other vehicles, ensuring smoother regulation and enforcement while supporting off-road recreation and industries in Minnesota.
* *HF 81 [ [link removed] ] -* This bill exempts off-highway vehicles, snowmobiles, and electric-assisted bicycles from unnecessary PFAS restrictions, ensuring that these recreational vehicles are not unfairly impacted by regulations meant for products designed for infants and children. At the same time, it allows us to focus on keeping PFAS out of more applicable items, such as products for young children, where these chemicals pose a greater health risk. This balance supports the outdoor and recreational vehicle industries while prioritizing public health in more relevant areas.
* *HF 28 [ [link removed] ]* - This bill is primarily focused on ensuring that data centers, which are critical infrastructure for digital services, can operate efficiently with adequate energy backups while simplifying permitting processes. This will provide a much-needed influx of capital into our state.

*Keep It Clean Program – HF 1120 [ [link removed] ]*

As we continue to prioritize the protection of Minnesota’s natural resources, I’m proud to sign on to the Keep it Clean Program*.* This initiative is designed to reduce water pollution caused by garbage and human waste left on the ice during winter activities. The program will support efforts such as installing sanitary dumping stations, improving waste disposal services, and increasing enforcement of pollution laws. It is my hope that we launch this program as a pilot to assess its impact, with the intention of expanding it statewide if it proves successful. This is just one more step in our commitment to preserving Minnesota’s precious natural resources for future generations.
