*_2025 Multi-Sector General Permit Updates_*

The MPCA Industrial Stormwater Program continues to work towards finalizing the Multi-Sector General Permit (MSGP) for Industrial Stormwater. We now anticipate the MSGP to be issued on May 1, 2025. At that time the permit will be posted on our MPCA Industrial Stormwater website. 

The e-Services Industrial Stormwater General Permit and No Exposure Certification Application service is not yet available to receive applications for the 2025 MSGP or no exposure certifications. Because of the MSGP updates, the application service also needed to be updated and those updates have taken more time than expected. We are hoping to have the application service available sometime in May 2025. Until the application service is available, permittees should stay compliant with their existing industrial stormwater permits. We will continue to update our stakeholders as the application service is developed and becomes available. Permittees are encouraged to use the time between the effective date of the new permit and the availability of the application service to review their Stormwater Pollution Prevention Plans and prepare updates to meet the 2025 MSGP requirements. 

 

*_2020 MSGP Application Service is Down_*

The General Permit and No Exposure Certification Application service is now down from e-Services. The service will be available once final changes are completed to allow applications for the 2025 permit to be received. Until that time, permittees will be unable to make any changes to their existing permits. This includes items such as contact updates, ownership transfers, and updates to monitoring locations. Any such changes will have to be made on the 2025 application. 

A note regarding stormwater reporting authorizations - If you need to add "Industrial Stormwater Reporting" access to your e-Services account in order to submit industrial stormwater reports, first verify the facility's owner/responsible official using the ISW Permit Search website [ [link removed] ]under the ‘Facility Details’ section. New authorizations to submit stormwater records cannot be approved if the owner/responsible official listed on the website does not match the owner/responsible official signing the "Industrial stormwater electronic signature submittal agreement form". As noted previously, contact updates to the MSGP will not be allowed until the 2025 application service is available. *_Annual Fee Invoices_*

The MPCA has completed preparing the annual fee invoices for the Industrial Stormwater General Permits. The invoices sent in 2025 are for operating year 2024. These invoices will be sent out starting April 8, 2025, and will be sent to the billing contact listed on the permit application.
