Legislative Update
1
Dear Friends and Neighbors,
We’ve been hard at work at the Capitol as the House Republican and Democrat caucuses have finally agreed to a set of budget targets. These targets represent the largest reduction to a budget deficit in state history, cutting the $6 billion deficit down to $2.226 billion. Make no mistake—the fact that we’re even dealing with a $6 billion deficit, after one-party control spent a record $18 billion surplus, is deeply troubling. But these new targets prove that common-sense compromises and fiscal discipline are still possible.
Back in the district, I’ve had the pleasure of meeting with local partners and constituents. This week, I was proud to attend Minnesota Fire Services Day at the Capitol and reconnect with Lake Elmo Fire Chief Kalis. We had a great conversation about the future of fire response and how cities in the southeast metro can work together to ensure effective service and public safety.

Fighting for Fairness in Cimarron Park
Last week, I formally requested that Attorney General Keith Ellison investigate Equity LifeStyle Properties (ELS), the company managing Cimarron Park in Lake Elmo. Residents there have reported widespread mistreatment and potentially unlawful practices that I believe deserve immediate attention. I’ve also offered to facilitate a meeting between residents and the Attorney General’s office so their voices are heard directly. You can watch a quick video [ [link removed] ]about what the letter does here.
These concerns are not hypothetical—they are urgent and real. Over the past 2 months, I’ve worked closely with Cimarron residents who bravely shared troubling accounts of harassment, intimidation, and unsafe conditions. This community is home to working families, seniors, veterans, and individuals with disabilities. Instead of stability, they’re facing fear and frustration.
Reports include unreasonable rent hikes, threats of eviction over petty or subjective infractions, and retaliation for participating in the residents’ association. One especially heartbreaking case involves Jim, a local veteran who nearly lost his home over artificial flowers and a handicapped parking sign. No Minnesotan—especially someone who served our country—should be treated that way.
Despite paying over $1000 per month in lot rent—on top of their mortgages—residents report broken sidewalks, moldy storm shelters, and shuttered amenities. At the same time, they’re being hit with outrageous fines and unlawful vehicle tows, while management fails to address basic safety and maintenance needs.

Manufactured home communities should provide opportunity—not become traps. While I continued to press the Attorney General for a meeting, his office did admit in committee that they were looking into it. I hope they will continue to keep us updated as their investigation progresses. I’m also working with lawmakers from both parties on potential legislative solutions. Residents deserve dignity, safety, and fairness—and I’ll keep fighting until they get it. Watch a short video update here [ [link removed] ].
Looking Ahead: Back Home in the District
With the Easter legislative break running April 11–21, I’m excited to return home and spend more time in our community. I’m currently setting up coffee days and in-district office hours, and I look forward to hearing from you about your priorities. Whether it’s housing, labor and workforce, or public safety—your voice matters. I represent you, and your feedback helps guide my work at the Capitol.
Stay tuned for dates and locations, and I hope to see you soon!
Have a great weekend,
Representative Wayne Johnson
