Millions of Americans have experienced the loyal companionship of a pet, and many who want to bring a new puppy into their homes may unknowingly purchase a dog from a puppy mill, which are inhumane high-volume dog breeding facilities that churn out puppies for profit. Right now, tens of thousands of animals are suffering extreme neglect in puppy mills across the country, and we need your help to stop the abuse.
Many of these facilities are licensed by the U.S. Department of Agriculture and are supposed to meet a very basic standard of care set by the Animal Welfare Act. And yet there are many puppy mill operators who have been repeatedly cited for violations—like emaciated mother dogs with their ribs and spines showing, dogs with large, open wounds, and dogs standing in inches of feces—who are allowed to continue to operate due to lack of enforcement of the Animal Welfare Act. That’s why we’re asking you to take action to protect these animals today. Will you send a message to your legislators and urge them to support the Better CARE for Animals Act now?

Puppies and other vulnerable animals have legal protections on paper through the Animal Welfare Act, friend. But there is still a major gap in enforcing these protections and bringing violators to justice. The Better CARE for Animals Act is crucial to closing this gap by giving the U.S. Department of Justice the tools to collaborate more effectively with USDA to better enforce the Animal Welfare Act and save the lives of suffering animals before it’s too late.
Under the Better CARE for Animals Act, the DOJ can take meaningful steps to protect vulnerable animals, including directing the USDA to share information with DOJ on animal welfare violators so they can bring cases to revoke the licenses of abusive facilities and/or seize puppies and other animals from dangerous conditions before it’s too late. But we’re counting on your help to make this crucial legislation a priority in Congress.
