DFPS Awards Community-Based Care Contract in Harris County (Region 6A), Montgomery County/Gulf Coast (Region 6B), and Bexar County (Region 8A)



The Office of Community-Based Care Transition (OCBCT) and the Department of Family and Protective Services (DFPS) announce Community-Based Care (CBC) Single Source Continuum Contractor (SSCC) awards in Harris County (Region 6A), Montgomery County/Gulf Coast (Region 6B), and Bexar County (Region 8A).

DePelchin Children’s Center is the awarded SSCC for the Harris County and Montgomery/Gulf Coast catchment areas (Regions 6A and 6B), and SJRC Texas Inc. is the awarded SSCC for Bexar County (Region 8A).   

Understanding implementation for each contractor is different, we expect the SSCCs to need approximately six to eight months to demonstrate they are sufficiently prepared to receive DFPS referrals before Stage I begins. This six-to-eight-month long time frame is known as the Readiness Phase. In Region 8A (Bexar County), DFPS intends to immediately enter into the Stage I Readiness Phase, with a projected Stage I go-live in the Fall of 2025. Regions 6A and 6B (Harris County and Montgomery/Gulf Coast) will be moving on a parallel timeline for implementation to support the shared resources across these two regions. Given this, the regions will experience a longer readiness phase, which we anticipate will begin in Fall 2025 with a projected Stage I go-live in Spring 2026. These timelines are subject to change.

In Stage I, DePelchin Children’s Center and SJRC Texas Inc. will build a network of services in the community and will provide foster care placement services. The SSCCs will be responsible for the placement of children in foster care and those entering foster care.

Regions 6A and 6B include Austin, Brazoria, Chambers, Colorado, Fort Bend, Galveston, Harris, Liberty, Matagorda, Montgomery, Walker, Waller, and Wharton counties. Region 8A includes Bexar County.   

OCBCT, DFPS, DePelchin Children’s Center, and SJRC Texas Inc. will work together in pursuit of the goals of CBC, to:


* Increase the number of children and youth placed with their siblings and in their home communities;
* Increase the number of children and youth who remain in their school of origin;
* Decrease the average time children and youth spend in foster care before achieving positive permanency;
* Decrease the number of moves children and youth experience while in foster care;
* Decrease the duration and intensity of services that children and youth need while in foster care due to improved well-being and behavioral functioning; and
* Create robust and sustainable service continuums in communities throughout Texas.
