Inclusive Higher Education Grant Now Accepting Proposals

The Office of Higher Education is now accepting proposals for the Inclusive Higher Education Grant. Established in the 2023 Minnesota Legislative session, the Inclusive Higher Education Grant encourages Minnesota postsecondary institutions to develop new or enhance existing initiatives with the purpose of increasing overall enrollment and access for students with an intellectual and developmental disability.

"Inclusive higher education" means institution-approved access to higher education for students with an intellectual and developmental disability that allows for the same rights, privileges, experiences, benefits, and outcomes as a matriculating student’s college experience, resulting in earning a higher education credential.  

Funding

Applicants may apply for awards up to $200,000 per year for up to four years and then may apply annually for and receive up to $100,000 per year in subsequent years for up to a total of ten years of funding. A 25% match is required, in-kind or monetary, to receive funding for this grant. During the 2024 grant year, Lake Superior College was the sole recipient and was awarded more than $190,000.

There is currently over $1,200,000 available for this grant year with the intention to award as many grants as possible. Proposals may be partially funded depending on the availability of funds and/or budget efficiency.

Who is eligible

An eligible application must meet all of the following:


* Be a public, nonprofit, or tribal postsecondary two-year or four-year institution 
* Be accredited by the Higher Learning Commission
* Meet the eligibility requirements under section *136A.103* [ [link removed] ]

2025 Grant Timeline

* April 3, 2025 – Request for proposals available
* April 15, 2025 – Virtual proposal workshop
* 4:00 p.m. May 15, 2025 – Proposal submission deadline
