"the Pledge"?

Yesterday there were some appropriations bills before the House of Representatives. A phrase was repeated often by a few members: "the pledge." 

I've seen this pledge on my personal social media several times... but many may not know what it is, including Representative Heather Scott (R - District 2). So she asked, during debate, what the pledge is and who it is to.

Faye explained it well in the video, but here's the breakdown of what the pledge is:

-Fully fund maintenance budgets 
-No new employees
-Limit growth to 1.2%

-No federal money

Currently, there are eight members who have taken the pledge. Three are from the Senate and five are from the House. The below graphic is theirs, which shows which members are part of the group that has signed onto this pledge. 

This is the same group that tried to stop the legislator 20+% pay raise that Mike Moyle asked for along with Chuck Winder and two democrats.

Despite some of the tax "relief" that we've been "given" back this past session, Idaho's budget has grown BIGLY in the last 5 years. What is our current leadership doing about it?
