New strategic plan for 2025 to 2028

We have published our new strategic plan for 2025 to 2028, which sets out our priorities for the next three years.
We are Britain’s independent equality regulator and the A-status National Human Rights Institution for England and Wales, and for matters reserved to the UK Parliament. We make Britain a fairer place by promoting awareness, understanding, good practice and compliance with equality and human rights standards in public policy and legislation. We also enforce the laws that uphold everyone’s right to fairness, dignity and respect. |

Our approach | | We developed our strategic plan following a comprehensive consultation with more than 2,000 individuals and organisations across Britain. Respondents identified several priorities for us, including:
social tensions due to polarised public discussions barriers faced by disabled people accessing public transport sex discrimination and harassment, including sexual harassment in the workplace
We have prioritised action where there is clear evidence of need and where our unique role holds a good prospect of creating positive change. |

Our plan | | There are three pillars in our strategic plan for 2025 to 2028:
Pillar One: Core regulation of equality and human rights
We will monitor compliance, and provide organisations and employers with the essential tools and advice they need to understand and follow the law.
Pillar Two: Agile response to equality and human rights risks and opportunities
We will act with speed and precision when responding to the most significant and urgent threats to equality and human rights. Decisive action will strengthen our ability to address risks and seize opportunities to improve equality for all protected characteristics.
Pillar Three: Programmes focused on complex equality and human rights challenges
To maximise impact of our limited resources, we have selected three programmes focussed on complex equality and human rights challenges. The programmes are:
Tackling harassment, discrimination and victimisation in the uniformed services Clarifying the law and supporting effective responses to the balance of rights, including freedom of expression Strengthening participation in society by addressing barriers to key public services for protected characteristics groups. For example, older and disabled people can face barriers when accessing public transport.
The pillars represent our agile, independent and authoritative approach, which will help to make Britain fairer for all. |

Our next steps | | In spring, we will publish our business plan for 2025 to 2026 with more detail on how we will deliver the first year of our strategic plan.
