Dear Friend,
Animal cruelty isn’t just an animal welfare issue—it’s a predictor of future criminal conduct. Dogfighting, cockfighting, and other forms of malicious cruelty don’t just leave animals bloodied and battered; they are precursors to violence, drug trafficking, and an array of expressions of lawlessness. In its worst expressions, these crimes are conducted by prison gangs, international cartels, and other organized networks whose morally corrosive actions fray the bonds of a civil society.
Psychologists have documented the link between animal cruelty and human violence, noting that the first violent acts of serial killers often involve animals. Law enforcement agents recognize that animal cruelty is part of a cluster of crimes committed by people with no respect for the law or the sanctity of other beings. Animal wellness groups see the extraordinary toll on animals that people who’ve lost their empathy exact on others.
We have state and federal laws to crack down on this animal-and-human violence. There is a national animal fighting law that forbids dogfighting and cockfighting everywhere in our nation. We have a national anti-cruelty law. But enforcement of these laws has been anemic, with occasional exceptions for dogfighting crimes, and the Department of Justice (DOJ) has not devoted personnel to root out these networks and to run the perpetrators to ground.
That’s why we need the Animal Cruelty Enforcement (ACE) Act to create a dedicated Animal Cruelty Crimes section at the DOJ. This initiative would ensure that federal laws protecting animals are enforced, so that the criminal networks that enjoy or profit from animal suffering cannot continue their reign of terror.
