Congressman Cloud’s Legislative Update

Since arriving in Congress, my mission has been to stand up for the principles that built this country—faith, family, and freedom—and to make Washington work for We the People, not the other way around.

The federal bureaucracy has grown too powerful, too wasteful, and too detached from the realities hardworking Americans face every day. That’s why our team has been working to introduce legislation that reins in government overreach, secures our borders, restores fiscal sanity, and defends your constitutional rights:

  • H.R.489 - Federal Agency Sunset Commission Act of 2025:

    • Establishes a bipartisan commission that would evaluate the efficiency of federal agencies to ensure they remain effective, necessary, and accountable to the American people. Under the bill, agencies that fail to secure reauthorization would be automatically abolished, creating a system of accountability and promoting fiscal responsibility.

 

  • H.R.563 - No REGISTRY Rights Act:

    • Prohibits the ATF from retaining firearm transaction records in perpetuity and requires the deletion of existing records. This ensures that no administration can create a de facto firearms registry that could target law-abiding citizens.

 

  • H.R.756 - 287(g) Program Protection Act:

    • Helps state and local law enforcement work with Immigration and Customs Enforcement (ICE) to detain and deport illegal immigrants.

 

  • H.R.757 - Stop Wasteful Advertising by the Government (SWAG) Act:

    • End unnecessary spending on government propaganda, taxpayer-funded trinkets, and mascots.

 

  • H.R.849 - No Regulation Through Litigation Act of 2025:

    • Prohibits federal agencies from entering into consent decrees that exceed judicial authority and blocks settlement agreements that impose new regulatory burdens without going through the proper legislative channels. The bill also prevents taxpayer dollars from being used to pay attorneys' fees for activist groups that exploit this process.

 

  • H.R.850 - SHUSH Act:

    • Removes suppressors from the National Firearms Act (NFA) and Gun Control Act (GCA), treating them as standard firearm accessories. Prohibits states from imposing taxes or registration requirements on suppressors, ends the $200 transfer tax, streamlines the acquisition process for law-abiding Americans, and allows active and retired law enforcement to carry concealed suppressors.

 

  • H.R.925 - Dismantle DEI Act:

    • Ensures fairness, efficiency, and accountability in government by eliminating divisive DEI programs. Federal hiring and funding should prioritize merit and innovation over identity-based quotas. Taxpayer dollars must be used to serve the nation effectively—not to promote wasteful and discriminatory agendas.

 

  • H.R.991 - Cost Estimates Improvement Act:

    • Requires Congress to consider interest payments before approving new spending.

 

  • H.R.992 - PATROL Act:

    • Ensures Texas and other border states can defend themselves against illegal immigration without interference from the federal government under future administrations.

 

  • H.R.1599 - DIVEST Act:

    • Prohibits senior federal government employees and their immediate families from trading individual stocks while serving in government.

 

  • H.R.1668 - End FEMA Benefits for Illegal Immigrants Act:

    • Stops the Federal Emergency Management Agency (FEMA) from diverting taxpayer dollars away from disaster relief and toward benefits for illegal immigrants.

 

  • H.R.1982 - Return to Sender Act:

    • Terminates and claws back $3 billion authorized in the so-called Inflation Reduction Act to help build an electric vehicle (EV) fleet for the U.S. Postal Service (USPS).

 

  • H.R.2039 - Protecting the Right to Keep and Bear Arms Act:

    • Blocks the federal government from exploiting national emergencies as a backdoor for unconstitutional gun control measures.

 

NPA Endorses the 287(g) Protection Act

This Congress, I reintroduced the 287(g) Protection Act to solidify the role of local law enforcement in supporting federal immigration efforts—ensuring that state and local agencies can step in when the federal government fails to act. Under the Biden Administration, states—including Texas—were blocked by federal courts while attempting to protect their residents from the border chaos Biden caused. ​On his first day back in office, President Trump signed an Executive Order directing the Department of Homeland Security (DHS) to expand partnerships with state and local law enforcement agencies under the 287(g) program.

Last week, the National Police Association also endorsed the 287(g) Protection Act. NPA Legislative Director Paula Fitzsimmons highlighted its importance, stating, “Americans overwhelmingly support the removal of dangerous illegal migrants from our streets. It is an effort that requires collaboration between federal and local law enforcement agencies. The 287(g) Program Protection Act would facilitate this endeavor by making improvements to this vital program and expanding its use.”

With the backing of the NPA, President Trump’s Administration, and local Sheriff’s in South Texas, the 287(g) Protection Act should be a top priority for the Republican-led Congress to pass and send to the President’s desk.
