First , EPA administrator Lee Zeldin announced that the EPA would terminate contracts with 8 awardees of the Greenhouse Gas Reduction Fund (GGRF), threatening $20 billion in critical clean energy and local economic development projects.
Then , 3 of the GGRF awardees sued the EPA and Citibank, where the funding was held, and the courts blocked the EPA’s attempt to reclaim billions in legally obligated dollars because it failed to follow due process or provide any legal justification for the termination.
Now , SEEC Members are leading the charge denouncing Zeldin’s baseless attacks and demanding he immediately release these funds.

SEEC Members including Co-Chairs Reps. Doris Matsui (CA-07), Mike Quigley (IL-05), and Paul Tonko (NY-20) and Vice Chairs Reps. Don Beyer (VA-08), Suzanne Bonamici (OR-01), Sean Casten (IL-06), Mike Levin (CA-49), and Chellie Pingree (ME-01) , along with SEEC Member Rep. Debbie Dingell (MI-12) – an original author of the Greenhouse Gas Reduction Fund – organized a total of 82 members of Congress in demanding that the EPA direct Citibank to immediately release the legally obligated money from the Greenhouse Gas Reduction Fund.
EPA Administrator Lee Zeldin must be held accountable for directing Citibank to withhold funding that has already been congressionally authorized, and our SEEC Members are doing just that. This is the sort of public pressure that is needed to get the Trump Administration to back down.
Zeldin has waged an unprecedented campaign of intimidation, carried out without a single shred of evidence purely to sow chaos and cause harm. The 8 nonprofit GGRF awardees are at risk of bankruptcy due to Zeldin’s actions, and some have already begun to furlough their workers.
SEEC Members are demanding that the EPA orders Citibank to release these GGRF funds so that these federal dollars – as intended by law – can go toward helping American families and businesses lower their energy bills, spurring local economic development, and working toward healthier and safer communities across the country.
