2025 Multi-Sector General Permit Updates
The MPCA Industrial Stormwater Program is working to finalize the Multi-Sector General Permit (MSGP) for Industrial Stormwater. The public notice period for receiving comments ended February 26, 2025, and since then we have been reviewing comments and making updates to the permit. At this time, the MPCA expects the final version of the permit to be effective on April 1, 2025. When effective, the final permit will be posted onto our MPCA Industrial Stormwater webpage and available for viewing.
As most are aware, the e-Services Industrial Stormwater General Permit and No Exposure Certification Application service is not yet available to receive applications for the 2025 MSGP or no exposure certifications. Because of the MSGP updates, the application service also needed to be updated and those updates have taken more time than expected. We are hoping to have the application service available in May 2025. Until the application service is available, permittees should stay compliant with their existing industrial stormwater permits. We will continue to update our stakeholders as the application service is developed and becomes available. Permittees are encouraged to use the time between the effective date of the new permit and the availability of the application service to review their Stormwater Pollution Prevention Plans and prepare updates to meet the 2025 MSGP requirements.
Annual Report Reminder
Permittees who hold the MSGP for industrial stormwater are required to submit an annual report each year by March 31. Annual reports must be submitted through the MPCA's e-Service portal. Guidance on how to complete the annual report can be found here.
You must have the "Industrial Stormwater Reporting" access type for any facility you are trying to submit an annual report for. If you do not already have that access type, you can request that in e-Services for your facility and then you must also submit the Industrial stormwater electronic signature submittal agreement form. This form is found within e-Services as part of the access request process but can also be found on our MPCA webpage here, located near the bottom of the page.
Annual Fee Invoices
Each year, the MPCA issues annual fee invoices to all permittees who hold the industrial stormwater general permit. These fees cover the agency’s costs to administer state and federal requirements associated with protecting the state’s water resources. The invoices are sent to those who held the permit in the previous year. For example, annual fee invoices sent in 2025 will be for the 2024 operating year. The agency normally sends these invoices in February but due to a database issue, annual fee invoices have been delayed this year. Invoices will likely be sent in the near future.
If you wish to update who receives MSGP related invoices, you must update the billing contact. To do that, you would complete an administrative modification to your permit in e-Services. We have guidance available on how to do that here, starting on page 34.
