The Office of State Lands and Investments (OSLI) is excited to announce a strategic reorganization of its Grants and Loans Program to maximize efficiency and enhance customer service. Effective immediately, the program will be divided into two sections, each focused on meeting the specific needs of federal and state programs overseen by the State Loan and Investment Board. State Funded Programs
Ms. Beth Blackwell will continue to serve as the State Funded Grants & Loans Program Manager, applying her extensive expertise to lead the state programs team. These programs include Mineral Royalty Grants (MRG), Transportation Enterprise Account Grants and Loans (TEA), Capital Construction Loans, and Farm and Agricultural Loans. Additionally, she will oversee the Small Business Emergency Bridge Loan Program established by the Legislature during the 2025 General Session.

State Revolving Fund (SRF) Programs
Mr. Shawn King will serve as the SRF Program Manager for the federal Drinking Water State Revolving Fund (DWSRF) and the Clean Water State Revolving Fund (CWSRF) Programs.
Shawn is a highly skilled professional with a Bachelor's degree in Accounting from the University of Wyoming, earned in 1994. After successfully navigating various roles in the private sector, he joined the Wyoming Department of Audit as an Auditor, where he distinguished himself in oil and gas compliance audits. From 2016 to 2022, Shawn served as a Senior Grants and Loans Analyst at OSLI within the State Revolving Fund Loan Programs. In 2022, he assumed the role of Project Manager at the Wyoming DEQ until he returned to OSLI in 2024. Since then, he has been appointed to the position of SRF Program Manager, bringing invaluable expertise and leadership to the team.
