*Environmental Review Implementation Subcommittee meeting*
*Wednesday, March 19, 1 – 4 p.m.
*Join us in person or virtually for the March 2025 Environmental Review Implementation Subcommittee (ERIS) meeting. The subcommittee will elect a chair, receive an update on the Environmental Review Program FY25 work, and hear about the 2024 Performance Report. ERIS will also hear an update on the GHG calculator. *2025 Groundwater Policy Report*
We want to hear from you! We are currently leading an interagency working group to develop Minnesota’s 2025 Groundwater Policy Report, a required legislative report on the state’s groundwater protection programs, due in September 2025. Our goal is for the report to support informed decision making on groundwater issues by:
* Providing foundational information about groundwater in Minnesota
* Describing the state’s collaborative approach to protecting groundwater
* Describing important threats to Minnesota’s groundwater and the actions being taken to mitigate those threats
* Identifying important gaps and opportunities to be addressed
We are seeking feedback on a preliminary outline to make sure the report will be useful, informative, and fulfill these goals. Share your concerns about groundwater, and what you see as gaps and opportunities in protecting it on our Engagement HQ page [ [link removed] ]. Lakeview Replacement Hospital and Medical Campus [ [link removed] ]

*Project description: *Health Partners, Inc. desires to replace their existing hospital located in the south-central part of Stillwater, MN. The existing hospital is ageing, no longer meets the needs of today's health care services, is limited to local roadway access and is located within a residential area. A new 400,000 square foot hospital and medical office campus is proposed in a commercial area with better access to TH 36, Manning Avenue (CR 15) and Stillwater Blvd. (CR 5). The 64-acre site is located on the northeast corner of TH 36 and Manning Avenue. The new hospital will include 85 inpatient beds, 20 observation beds, and 11 emergency room beds. Plans are to initiate construction in Spring 2025 with completion in Summer 2027.

*Project description: *Boyd Dollansky, LLC (Proposer) proposes to expand an existing mixed-use development in Otsego (RGU). The project will include 159 single family homes and 222,000 sq. ft. of commercial space for car condos on 67.46 acres. The first portion of the project was approved in 2024 and is actively under construction. Phase two of the project is the addition of 12.12 acres north to the approved development and will add 44 new single family villa homes. Construction of the project is ongoing with completion anticipated in the Fall of 2026.

*Project description: *Ryan Companies US, Inc. is preparing an AUAR for an approximate 482-acre area in the City of Pine Island and Pine Island Township, Goodhue County, Minnesota. The AUAR area is bounded by 490th Street to the north, Trunk Highway (TH) 52 to the west and south, and 195th Avenue to the east. Development scenarios include a Mixed Technology Center/ Light Industrial Scenario (Scenario A) and Technology Center Scenario (Scenario B).

Dakota East Area AUAR [ [link removed] ]

*Project description: *The AUAR study area encompasses an area totaling approximately 447 acres on 8 parcels in Rosemount, Dakota County, Minnesota. MNLCO Dakota County, LLC is proposing to develop the study area from existing farmland to a one of the scenarios being proposed. Three scenarios are proposed for evaluation in the AUAR. Scenario 1 proposes uses that are consistent with the Rosemount Comprehensive Plan, which includes 1,450 residential units and commercial buildings for a total of 500,000 square feet. It is anticipated that some of the 229 acres will remain in agricultural land as part of Scenario 1. Scenario 2 includes multiple buildings for a total of 2,300,000 square feet for mixed business campus uses. Scenario 3 includes multiple buildings for a total of 2,500,000 square feet for mixed-business campus, involving light industrial uses. The proposed development within the AUAR study area is anticipated to begin construction in 2025.

Minnesota Duty Officer reports pertaining to fish kills are summarized in the following table, in accordance with 103G.216, REPORTING FISH KILLS IN PUBLIC WATERS, Subd. 2 Reporting Requirement. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers.
