Restoring order in the subways - I have a plan for that.
Dear Friend,
Today, I released a comprehensive plan to restore safety and order to the NYC subway system.
Subways are the lifeblood of our city. But the subway system is facing a safety crisis that threatens its essential role in keeping our city moving. In 2023, fewer than half of New Yorkers felt safe riding the subway during daytime hours. At night, just 22% felt safe using the system.
Riders deserve to feel safe on each and every subway trip. We have a plan for that.
The subway system’s one and only mission is transportation—we must end the practice of treating the subway as a de facto shelter.
The subway safety crisis is intertwined with the challenges of mental illness, substance abuse, and homelessness. Under our plan, police officers and outreach workers will be trained in a "person-first" approach—treating all individuals with dignity and respect while also enforcing clear standards of conduct in the transit system. The primary objective will be to encourage individuals to leave the subway system and accept assistance that can lead to more stable living conditions.
A few weeks into our campaign for Mayor, I am humbled by the depth and breadth of the outpouring of support we’ve received. Thank you.
New York is the greatest city in the world and those who live here deserve a better, stronger, safer, and more affordable city then the New York we have today.
With gratitude,
Andrew Cuomo
