Below is the list of bills in committee this week, and position statements. Just click on the SUPPORT/OPPOSE links at the end of the statements and it will take you to the witness slip dashboard. As always, Here are the instructions to file a witness slip, and let me know if you have any questions:
Before beginning, we recommend clicking the "log on" button on the very top right to create an account. While you don't have to do this, it will enable you to view or edit any slips you enter at a later time.
Under Section I. Identification, input your address or information. If you are filing as an individual, put your home address. If you are affiliated with an organization, but not authorized to represent it, you might include the information under "firm/business."
Under Section II. Representation, it is recommended that you enter "self" or NA, unless you are authorized to represent an organization.
Under Section III. Position, click "Proponent ".
Under Section IV. Testimony, click "Record of Appearance Only."
Then please click "Create (Slip)" located at the bottom right corner.
You may see a box that you will have to check saying that you agree to ILGA's Terms of Agreement in the bottom left corner. You may also see a Captcha system to prove you are not a bot once you click on "Create (Slip)"

1. This coming Wednesday, March 19, the House will have its turn to discuss the MMA and labor's bill. Let's tell them the MMA is better -

Buildings:
2. Whole Building Data Access- HB 3312 (Canty) Several Illinois utilities do not release energy efficiency data. This bill increases building owners' ability to take advantage of clean energy initiatives by requiring all utilities to release whole building energy use information. SUPPORT Mark yourself as a proponent of the original bill.
3. State Navigator Program- HB 3650 (Lilly) This bill requires the Illinois Department of Commerce and Economic Opportunity to implement an online statewide resource to assist building owners and renters with accessing electrification and energy efficiency upgrades, maintain a contractor list, and to provide other assistance to help electrify homes. SUPPORT Slip as a proponent of the "original bill" from the dropdown menu and additionally slip as a proponent of "HCA1" from the dropdown menu.
4. Thermal Energy Networks- HB 3609 (A. Williams) This bill requires each investor-owned gas and gas/electric utility company to pilot a Thermal Energy Network project as an alternative to traditional gas pipe replacements, including at least one pilot in an environmental justice community per gas utility company territory. SUPPORT Mark yourself as a proponent of the original bill.
