The encampments that have sprung up in Pittsburgh ([link removed]) since the pandemic have prompted much feuding between Downtown business interests and homeless advocates.
Emails show a Downtown booster group, armed with local foundation funds, coordinated with city officials to coat former encampments with boulders last year. ([link removed]) Their purpose was to elevate Downtown aesthetics “while addressing critical safety concerns,” though critics say these "hostile landscaping" methods send a clear message that certain kinds of people are not welcome.
