Texas House Bans Democrat Chairs - Expands Power of Democratic Vice Chairs in Rules Vote.

The Texas House draft rules filed early Thursday morning January 23, 2025 caused a frenzy. The provisions prohibited minority party chairmanships, but they increased the power held by standing committee vice chairs - positions reserved solely for members of the minority party.

Under the drafted rule, chairs shall affirm the vice chair's input on hearings, agendas for those hearings, and invited witnesses.

Six standing committee were abolished - Business and Industry, County Affairs, Defense and Veterans Affairs, Resolutions Calendars, and Urban Affairs - while two were created in the Delivery of Government Efficiency (DOGE) and Intergovernmental Affairs committees.

Jurisdiction of the axed committees is shifted to other standing committees, and 12 permanent standing subcommittees were created underneath existing committees; it is unclear whether the majority -minority restriction applies to those subcommittees.

The sizes of multiple committees were also increased so that every non-chair member may serve on two committees.

The vote passed overwhelmingly - 116 to 23, with one abstention in Speaker Dustin Burrows (R-Lubbock). All the Democrats voted for the rules package except HD142 Harold Dutton (D-Houston). Once passed, many Republicans touted the Democratic chair ban.

In the February 4 issue of the Corsicana Daily Sun, State Representative HD08 Cody Harris (R-Palestine) said "Democrat Committee Chairs were banned by the Republican majority, in the first days of the current legislative session that began in mid-January. This has been a priority of grassroots Conservatives for four years, and a Republican majority delivered on that promise," he said.

But other Republicans objected.

HD94 Tony Tinderholt (R-Arlington), one of the "No" votes on the package, said afterwards, "Today almost every House Democrat voted to 'ban Democrat chairs'. Why? Because this package gave them even more power. Democrats were laughing when it passed. This is what happens when a minority of Republicans partner with Democrats to pick the Speaker!"

Freshman House Representative HD02 Brent Money (R-Greenville) said "I have been lied to and betrayed more today than I have on any single day I can remember. Instead of allowing an open and transparent debate of the House Rules AS PROMISED, there was a coordinated and premeditated plan to end debate before debate even began and not allow any amendments.

"Lo and behold, the people who were yelling the most about banning Democratic chairs voted against banning Democratic chairs." Texas House Democratic Caucus Chair HD137 Gene Wu (D-Houston) said n a press conference, following the vote, in reference to some Republicans' vote against the whole rules package.

However, a contingent of Republicans, already upset with House Speaker Burrows, were not satisfied with the halting of debate - and they're intent upon fighting back.
