This Continuing Resolution maintains current funding levels through the end of the fiscal year, protecting key programs. This legislation makes no changes to Social Security, Medicare, or Medicaid, leaving them with the funding they need to operate. It also ensures that troops, border patrol agents, and tens of thousands of federal employees on Long Island continue receiving their paychecks. Additionally, the bill provides the largest pay increase for junior enlisted service members in 40 years and secures funding for critical programs like WIC, which supports nutrition assistance for mothers, infants, and children, with an increase of more than $500 million. Keeping the government open is essential to protecting national security, supporting working families, and maintaining economic stability. ANDREW IN THE NEWS House panel weighs options for cyber regulatory harmonization amid CISA efforts to finalize incident reporting rule " Lawmakers on the House Homeland Security Committee agreed on the need for cyber regulatory harmonization at a hearing focused on the Cybersecurity and Infrastructure Security Agency’s incident reporting rulemaking and changes to meet stakeholder concerns. 'For too long, we have talked about the cumbersome nature of the cyber regulatory regime without seeing the changes necessary to solve it. In fact, the Biden administration tried to add more regulations on sectors such as healthcare and water. Some sectors admittedly have a more mature cybersecurity posture than others,' Rep. Andrew Garbarino (R-NY) said in his opening statement at a March 11 subcommittee hearing. Garbarino said, 'While it is important for the federal government to work with those entities, more regulation is not the answer. With over 50 regulations at the federal level alone, it is time to streamline requirements to ensure they provide information that is useful, actionable, and reasonable within the timeframe requested.' Garbarino is chair of the cyber subcommittee. At the hearing, he committed to encouraging CISA to start an ex-parte process for an ongoing rulemaking to establish a mandatory cyber incident reporting regime. WHAT'S NEW IN NY-02 Supporting Long Island Workers This week, Andrew met with representatives from the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) at his Patchogue office to discuss the priorities of workers and families in our district. Andrew values the role of organized labor and remains committed to policies that promote economic opportunity and fairness for workers. These conversations are essential to keeping Long Island’s workforce strong and thriving. Recognizing Community Leaders At this week’s Rotary of Patchogue event, Andrew had the honor of recognizing Tap Room owners Jayme Bonanno and Dave Johnson with Congressional Certificates of Recognition for their outstanding contributions to the community. Andrew is always proud to support local businesses and community leaders who go above and beyond. Honoring Copiague Firefighter Chief Kyle Miller was recently honored at the Copiague Fire Department Installation of Officers. Andrew provided a Capitol-flown flag and a Congressional Certificate of Recognition in appreciation of Chief Miller’s dedication and service to the community. Firefighters dedicate themselves to protecting our communities, and Andrew is committed to ensuring they have the support they need. CASEWORK HIGHLIGHT: Assisting A Stranded Student While traveling in Scotland, a college student from NY-02 lost her passport and reached out to Andrew’s office for help. Working with the U.S. consulate, Andrew's casework team secured an earlier appointment for her. Today, she received her new passport—just in time to complete her travel itinerary. Andrew knows how frustrating dealing with bureaucracy can be. That is why he has an entire team dedicated to helping constituents get what they need from the government. KEEPING UP WITH CONGRESS Andrew Introduces Bill to End Health Benefits Waiting Periods for Metastatic Breast Cancer Patients This week, Andrew reintroduced the Metastatic Breast Cancer Access to Care Act. This bipartisan legislation would eliminate waiting periods for Social Security Disability Insurance benefits and Medicare coverage for those with metastatic breast cancer. “Breast cancer affects thousands of families across New York each year, with over 16,800 women diagnosed and around 2,500 lives lost annually. Long Island continues to have one of the highest breast cancer rates in the nation,” Andrew said in a statement. “For those battling metastatic breast cancer—a disease responsible for nearly 90% of breast cancer deaths—every moment counts. With a life expectancy that can be as short as four months, there is no justification for forcing patients to endure unnecessary waiting periods for the health benefits they are entitled to. This legislation ensures they get the care they need when they need it, easing the financial strain and allowing them to focus on their fight.” Learn more here. Andrew Chairs Hearing on Cyber Regulatory Harmonization This week, Andrew chaired a House Homeland Security Subcommittee on Cybersecurity and Infrastructure Protection hearing to examine how to improve the nation’s cyber regulatory framework. The hearing, titled “Regulatory Harm or Harmonization? Examining the Opportunity to Improve the Cyber Regulatory Regime,” focused on eliminating excessive and conflicting federal cyber regulations that burden businesses and critical infrastructure operators. With over 50 different federal cyber incident reporting requirements in place, companies often spend more time on compliance than on actually securing their networks. Andrew Introduces The Protecting Our Nation's Capital Emergency Act This week, Andrew introduced the Protecting Our Nation’s Capital Emergency Act, legislation aimed at restoring due process rights for Metropolitan Police Department (MPD) officers and addressing crime in Washington, D.C. In a statement Andrew said, "Congress has a duty to ensure MPD can effectively combat crime and keep Washingtonians safe. The Protecting Our Nation’s Capital Emergency Act takes a necessary step toward restoring fairness in the disciplinary process and ensuring MPD officers have the protections they need to serve with confidence."
