Last night, Congress approved a clean continuing resolution (CR) that extends government funding at current levels until the end of September which is when the Fiscal Year of 2025 expires.

Senate Minority Leader Chuck Schumer threatened to block the continuing resolution and shut down the government, but his political theater failed. Republicans held their ground, and they forced Senate Democrats to fold under pressure and allow the CR to advance.

The New Spending Timeline

As explained last week, a six-month CR is beneficial because a government shutdown would have interrupted the important, and successful work of President Trump’s administration such as reducing the number of illegal border crossings by 94%, and billions ($115 billion to be exact) of government waste, fraud, and abuse identified by DOGE.

Preventing the Democrats from instituting a government shut down allows this good work, and much more, to continue.

This six-month CR will also allow Congress to continue with the budget reconciliation process meant to restore fiscal responsibility to the federal government. The executive branch matters but nothing can compare with the power of the purse, a responsibility that lies with Congress.

Congress must make this budget process count. Using budget reconciliation, Congress can:

• Provide additional funding to Immigration and Customs Enforcement’s efforts to deport criminal illegal aliens and protect American communities
• Make key provisions of the Tax Cuts and Jobs Act permanent and restore economic prosperity for millions of Americans
• Implement closing the Department of Education
• Unleash American energy independence
• Further dismantle the deep state

And so much more.

Now the hard work begins to create a budget for Fiscal Year 2026 that will implement President Trump’s policy agenda and fulfill the mandate given by the American people this past election cycle.

Efforts to protect women in sports, eliminate DEI from the federal government, and expose government corruption are in full swing. Trillions of dollars are being reinvested into the economy, and billions in fraudulent spending have been uncovered.

However, despite these successes, Democrats are beating the drum calling for a shut down in an attempt to throw a wrench into the administration’s work.

Working for Lasting Change

President Trump has signed many executive orders since he took office covering a variety of policy areas, including the economy, the border, national security, and gender ideology. He has also undone many Biden-era regulations that were restricting American prosperity.

But just as easily as he can sign these orders, so could a future President eliminate them with their own executive order. That is why Congress must codify as many of them as possible so that they can have a lasting effect.

Many of the President’s orders and actions are common sense such as:

• Executive Order “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government”
• Executive Order “Putting America First in International Environmental Agreements”
• Executive Order “Ending Radical And Wasteful Government DEI Programs And Preferencing”
• Executive Order “Securing our Borders”
• Executive Order "Strengthening American Leadership in Digital Financial Technology”

We look forward to working with Congress to cement common sense policy into law and bring lasting benefits to the country.

In the States

New Hampshire

The Granite State’s Senate has passed a publicly funded, universal school choice program for all K-12 students regardless of parental income.

The New Hampshire House and Senate each have passed their own version of Education Freedom Account expansion, and the two will not work to reconcile their versions before sending it to Governor Kelly Ayotte’s desk.

The “Live Free or Die” state could become the 15th state in the Union to have a publicly funded universal school choice program. With other states like Texas, Indiana, and South Carolina working on legislation of their own it is possible that as many as 18 states could have such a program by the end of the year.

Heritage Action has supported education freedom for years and continues to work with state legislators to make sure that students have the opportunity to find the best educational options that work for them.

Kansas

Kansas’ Senate unanimously passed HB 2106, a bill to protect the Sunflower State’s elections by ending foreign influence and funding of ballot measures.

It’s often rare to see bipartisan support, but this measure was so common sense that it passed without dissent.

Heritage Action has been at the forefront of this type of legislation; testifying on its behalf in Kansas, and mobilizing grassroots support in Ohio on behalf of a similar bill.

Allowing foreign nationals to influence U.S. elections undermines the voices of voters. Now is the time for states across the country to enact strong protections against foreign funding in their elections.
