Email from Rep. Mann CongressMann Mail 02.11.2025 Message from Rep. Tracey Mann. Having Trouble Viewing? Click Here. Fellow Kansan, Thank you for subscribing to my newsletter. I am back in Washington, D.C. again this week for another week of votes and legislative and committee activity. For more information on what I'm working on this week, follow me on social media. I do not serve in Congress to be a caretaker in the slow demise of America— I serve to fight and work to make it stronger. That’s what I am doing while believing our brightest days are yet to come. Yours in service, Click below to follow me on social media. Mann.House.Gov The Week Ahead It's already been a busy week in Washington, D.C. Yesterday, I introduced legislation to help President Trump accomplish his goal of cutting government waste, fraud, and abuse while ensuring tax dollars are stewarded well in programs like Food for Peace. I also participated in a House Agriculture Committee hearing focused on the economic conditions of farm country. Later this week, the House will consider legislation to rein in bureaucracy and the overreach of of federal bureaucrats in Washington, D.C. At the last hour of their term, the Biden-Harris Administration expanded their power with various new rules in an attempt to stop President Trump when he took office. Under the Congressional Review Act, Congress can only pass separate joint resolutions for each agency, slowing our ability to hold the administrative state accountable and block burdensome regulations. The Midnight Rules Relief Act clears this roadblock by empowering Congress to disapprove of these last minute rules through one, single resolution during the last year of a president's term. House Republicans are also upholding our promise to fulfill America's mandate to bring common sense back to the nation's capital. The last administration ushered 16 million illegal immigrants into the country without any formal vetting or background checks. Too many innocent Americans have paid the price for illegal immigrants breaking our laws and trying to evade detention. One life is one too many. I will vote for the Agent Raul Gonzalez Officer Safety Act, which holds illegal migrants who threaten the safety of our communities accountable. Under this bill, individuals operating a vehicle within 100 miles of the southern border while fleeing from border patrol agents or law enforcement will be held criminally responsible and prohibited from receiving legal status in the U.S. House Republicans and President Trump are sending a clear message to the cartels and human traffickers — if you risk the lives of American citizens, you will be held accountable. One of my favorite parts of the year is conducting my annual 60 county Mann Listening Tour. Next week, I'll kick off my fourth annual listening tour by hosting 21 town halls in western Kansas. You can see more information on my town hall schedule or stay up to date to find out when I will be in your county by visiting the town hall page of my website. I've also bookmarked the page below. Food for Peace Bill Moving Food for Peace to the U.S. Department of Agriculture President Trump made a promise to the country to cut wasteful spending, reduce overbearing federal bureaucracy, and ensure every taxpayer dollar is spent wisely and responsibly. I applaud President Trump for upholding that promise and reviewing our federal spending line by line to root out waste, fraud, and abuse while ensuring programs like Food for Peace are in line with his mission and vision. Today, I introduced a bill that would move Food for Peace from USAID to USDA so that the program can continue to equip American producers to serve hungry people while providing more transparency and efficiency as to how taxpayer dollars are stewarded. For 70 years, Kansas and American farmers have played an active role in sending their commodities to feed malnourished and starving populations around the world. This free gift from the American people is more than food. It’s diplomacy and feeds the most vulnerable communities while helping them recognize the freedom, prosperity, and good America can establish across the globe. I will continue to work with the Trump Administration to uproot wasteful spending while ensuring America can continue to be the beacon of hope and freedom we are to the rest of the world. Food for Peace Bill Standing Up to Cartels and Drug Traffickers Nearly 150 Americans die each day due to fentanyl overdoses. According to the U.S. Drug Enforcement Administration, in 2023, 70% of overdose deaths in the U.S. involved a synthetic opioid like fentanyl. This is not normal, and it is a national security crisis. That's why I voted to permanently classify fentanyl and related substances as a Schedule I drug. America gave Washington, D.C. a mandate to seriously address the drug trafficking happening at our southern border. Our bill addresses that mandate by increasing penalties for possessing and selling fentanyl, giving law enforcement the correct tools to combat this deadly drug trade, and holding criminals accountable for the deadly toll they’ve inflicted on our nation. The cartels and fentanyl traffickers need to know that American lives are not up for grabs. My Vote on the HALT Fentanyl Act Protecting the American Dream for Small Business and Farm Families Across Kansas’ Big First District and the country, net farm income has decreased by nearly 25% since 2022. Between navigating record-levels of inflation and skyrocketing input costs, our family farmers, ranchers, agricultural producers, and small business owners are doing their best to make an honest living. Under the FAFSA Simplification Act, the federal formula for determining student aid was altered to include the value of assets on family farms and small businesses as part of family's net worth. When young people from these families are applying for higher education financial aid, the assets tied up in the family farm or the small business should not count against them. Congress should work to make life easier, not harder, for these dedicated families and students. I introduced the Family Farm and Small Business Act to even the playing field for these students and families, while protecting the American dream for every student regardless of their parents’ career ventures. More on My Bill Restoring American Energy Independence America needs a robust energy strategy that prioritizes renewable energy, fossil fuels, natural gas, and oil, not Green New Deal policies that pick and choose winners and losers for the sake of pleasing a radical base. President Biden's move to ban fracking without the consent of Congress was a gross overreach that only hurt the American public. I supported the Protecting American Energy Production Act to promote America's energy independence and defend our energy supply from federal overregulation. When energy costs are handcuffing American families, we need to provide solutions, not more anti-fossil fuel policies that weaken our energy self-reliance and U.S. national security. Protecting American Energy Production Strengthening Market Access for Kansas Farmers Robust agricultural trade is essential for the success of America. Congress must responsibly invest taxpayer dollars in places where we can see a wise return on those investments. Last week, I joined Rep. Dan Newhouse to introduce the Agriculture Export Promotion Act to strengthen America’s flagship agricultural trade programs, increase American export revenue, add jobs to the economy, and promote U.S. agricultural sales overseas while simultaneously supporting rural economies like those in the Big First District. This legislation strengthens the tools in America’s toolbox to get the best deal for our agricultural producers in the international marketplace. I will never stop fighting for Kansas farmers, ranchers, and agricultural producers. Agriculture Export Promotion Act of 2025 Meetings In the Office Kansas Main Street Each year, the Kansas Main Street Program works with local leaders and elected officials to invest in downtown districts in communities across our state. Their efforts, with the help of the Kansas Chamber of Commerce, has resulted in the opening or expansion of thousands of small businesses in our district, helping employ more than ten thousand Kansans since 1985. We discussed their work revitalizing and empowering downtown areas across the Big First including in Salina, Dodge City, and WaKeeney. As the U.S. representative for 60 primarily rural counties across the Big First, I'm grateful for Kansas Main Street's dedication to preserving our downtown districts and growing our local economies. Thank you Kansas Main Street for all you do to serve Kansans well! Vaulted Deep Vaulted Deep is an emerging leader in organic waste removal, specializing in biomass carbon removal and storage (BiCRs). During their visit to Washington, D.C., we discussed Vaulted’s new facility in Hutchinson that is creating major job growth for the community. Special Olympics Kansas Special Olympics Kansas works to empower Kansans with intellectual disabilities and to create an environment of acceptance and inclusion in our society. I am a proud supporter of their noble mission, and I look forward to continue working with them to instill healthy habits and values within the next generation of Kansans. During our meeting, I was lucky enough to hear from some of our Kansan superstar athletes, who expressed just how much the program meant to them. Thanks for coming by the office! Kansas Fraternal Order of Police Our law enforcement officers work around the clock to keep our communities safe. I'm proud to back the men and women in blue, and last week I met with some of the officers in the Kansas Fraternal Order of Police to discuss the issues most pressing for them. We discussed how Congress can most effectively support law enforcement offers and increase recruitment and retention rates among the force. They also highlighted the need to make sure Kansas forces can keep up with evolving 21st century police training standards. The brave men and women who wear the uniform continue to work tirelessly to keep our streets safe, and I am deeply grateful for their commitment to keep our communities safe. Thanks for visiting with me! Kansas Department of Transportation The Big First District has 83,000 miles of road, seven commercial airports, and more than 4,000 miles of railroad track that we rely on to take our kids to school, get to work, and deliver food, fuel, and fiber to the rest of the world. Maintaining a tailored, fiscally responsible infrastructure network is vital to the economy of our congressional district. I met with Kansas Secretary of Transportation Calvin Reed to discuss how we can prioritize safety in our state in a cost effective manner. American Short Line and Regional Railroad Association Regional railroads are essential for our midwestern economy. Last week, I met with the American Short Line and Regional Railroad Association, who represents 550 small businesses that help keep our economy afloat. During our meeting we discussed how Congress can incentivize growth in the railway sector in a way that promotes investment into our Kansas communities. Their insights were invaluable, and I look forward to continue working together to advance policies that strengthen our rail infrastructure, support local businesses, and create good-paying jobs for Kansans. Haskell Indian Nations University Last week, I met with leaders from Haskell Indian Nations University to discuss ways to support their students and strengthen the institution for years to come. Haskell provides invaluable educational opportunities for Native students in Kansas, and it’s important that we ensure it can continue to meet the educate the needs of students of federally recognized tribes. I appreciated hearing their insights and the resources they need from Congress to thrive as a University. Investing in education is an investment in the future of our communities, and I am committed to ensuring Haskell is a pillar of excellence for generations to come. Visiting Washington, D.C.?
