Friends – I emailed last week about the illegal Trump-Musk shutdown of USAID.
USAID is not only responsible for helping millions of people all around the globe amid starvation, disease, and disaster — it is also vital for our own national security. America’s soft power depends on USAID, and shutting it down cedes that power to countries like the People’s Republic of China, Russia, and Iran.
Un-elected billionaire Elon Musk and the Trump Administration that sits in his pocket are trying to wipe out all of USAID’s critical work and sideline thousands of staff. It’s illegal, and it’s dangerous.
Yesterday, I introduced a bill – H.R. 1196, the Protect U.S. National Security Act – that would prevent government funds from being used to eliminate USAID.
The legislation would ensure that any reform of USAID must be done in accordance with the law, and affirms that only an act of Congress can eliminate USAID. (You can read more about it here.)
This is an important first step, but it’s going to take a lot of work to get this bill passed, so I need your help.
Here’s what you can do:

Right now, we need to put the pressure on Republican Members of Congress. If you’re in my district, please spread the word about this bill as much as possible – forward this to your friends, post on social media, whatever you can do. If you’re represented by a GOP representative, please call the Capitol switchboard at (202) 224-3121 and ask to speak to your representative. Voice your support for “H.R. 1196 – Rep. Sara Jacobs’ Protect U.S. National Security Act,” and urge them to sign on to this bill for the sake of our country’s safety.

Elon Musk and DOGE have already taken dangerous measures against USAID in just the past 10 days, shutting down its website, closing its headquarters (and stripping them of their lease), and issuing a stop work order on life-saving humanitarian assistance.
We can’t just stand by during this destruction, and I’m determined to do everything I possibly can to stop Musk and save USAID.
