On Tuesday, my Subcommittee on Government Operations held a hearing entitled, “Shifting Gears: Moving from Recovery to Prevention of Improper Payments and Fraud.” Witnesses from the Government Accountability Office (GAO), Pandemic Response Accountability Committee (PARC), and the Center on Budget and Policy Priorities answered questions on how the government should move toward better transparency and accountability. As Chairman of this subcommittee, I remain committed to working in a bipartisan manner to uncover and eliminate fraud within our government programs. Taxpayers deserve a government that works efficiently on their behalf, ensuring that their hard-earned money is spent responsibly and effectively. You can view my opening statement here.

Heart of Texas Council of Governments

Also on Tuesday, I met with Russell Devorsky, the Executive Director of the Heart of Texas Council of Governments (HOTCOG). We discussed the challenges rural Texans face in securing matching funds for rural transportation projects, including the need for on-demand bus services for seniors and people with disabilities. These services are crucial for accessing jobs and businesses in our rural communities. I look forward to continuing our collaboration to find solutions and improve infrastructure development for rural Texans.

Alliance for I-69

On Wednesday, I spoke to the members of Alliance for I-69 visiting Washington and had a meeting with members from TX-17 and surrounding areas in Texas. The Alliance for I-69 recognizes the essential role that I-69 plays for not only interstate and intrastate trade but also affects the movement of international goods. I-69 runs from the southern border, up the coast through Lufkin, and up through the United States to Canada. Like members of the Alliance, I understand that this trade route is vital for local economies and international trade. I am supportive of their efforts to improve I-69 for the purpose of our communities.

Livestock Marketing Association

This week, I met with representatives from the Livestock Marketing Association (LMA), including some from Milano in Milam County. The LMA is the national trade association for livestock auction markets, a cornerstone of the livestock industry. Livestock markets are essential not only to livestock producers, but also to our rural communities. I am supportive of the work of the LMA and look forward to continuing our partnership in strengthening this vital sector.

Package Coalition

On Wednesday, I met with the Package Coalition, a group of retailers and ecommerce companies that depend on reliable package and mail services to conduct business. The Package Coalition is committed to preserving and improving the USPS package delivery services, and I share their support for the vital role that the USPS plays. I hope to continue working together to drive improvements in package delivery and ensure enhancements at the USPS.

Legislation of the Week

H.R. 1968Full-year Continuing Appropriations and Extensions Act, 2025
This week, I voted YES on a Continuing Resolution to keep the government operational and avoid a shutdown. This measure maintains funding at the previous year's levels, ensuring that essential government functions continue without increasing taxpayer spending, and allows us to begin working on the FY26 appropriations in line with President Trump and the American people. While a Continuing Resolution is not the ideal solution, it provides the necessary funding to sustain core operations through the end of FY25. The Senate is expected to vote on this measure today.
 
H.R. 1156Pandemic Unemployment Fraud Enforcement Act
This legislation extends the statute of limitations for prosecuting fraud in COVID-era pandemic unemployment insurance programs. The GAO estimates that between $100 and $135 billion in UI benefits were lost to fraud during the pandemic. We must ensure that criminals are punished for the fraudulent mistreatment of taxpayer dollars. An easy YES from me.
