Last week, following Gov. Josh Shapiro’s 2025–26 budget address

, the Pennsylvania Senate passed a bipartisan bill
[link removed]
to leave the Regional Greenhouse Gas Initiative (RGGI) with a 31–18 margin.
RGGI, a multistate cap-and-trade compact, imposes an economy-wide energy tax that would raise electricity prices by 30 percent—or more.
An overwhelming majority of senators understand that Pennsylvania’s only path forward in energy is one without RGGI. This is a great first step towards unleashing Pennsylvania energy to its full potential—and keeping costs low for consumers.
Despite promises to support and expand energy production in the commonwealth, Shapiro continues to support carbon taxes like RGGI, which will devastate the Pennsylvania energy economy.
If Shapiro wants to “get stuff done” for Pennsylvania energy, he would take a hint from the state Senate and remove Pennsylvania from RGGI.
