Each year, the U.S. government allocates approximately $70 billion in foreign assistance to provide humanitarian aid and support peace, security, and economic development around the world. But on January 20, 2025, President Trump issued an executive order halting all foreign assistance for 90 days—an unprecedented and reckless decision that is already devastating life-saving programs worldwide, especially for marginalized LGBTIQ communities.

Organizations like Outright International, which has fought for LGBTIQ rights for 35 years, are facing immediate risks due to this funding freeze. More than 130 partners in 59 countries are already reporting severe consequences:
* Southeastern Europe: A get-out-the-vote campaign ahead of national elections was canceled, weakening the movement’s ability to counter anti-LGBTIQ disinformation.
* Southwestern Asia: Legislative monitoring and advocacy work was forced to stop, just as the government seeks to enshrine anti-LGBTIQ language in its constitution.
* Pacific: A job-skilling program connecting LGBTIQ people with employers, workshops, and job fairs was abruptly shut down.
* Caribbean: A project providing financial literacy training and business development support to young LGBTIQ entrepreneurs has been suspended.
* Africa: A capacity-building program for the intersex movement was shuttered, and at least five transgender-specific HIV care centers have closed.
* Latin America: A research project on the socioeconomic and labor conditions of lesbian, bisexual, and queer women has halted, leaving their needs invisible to policymakers.
