Republicans advance anti-choice legislation during control of Minnesota House

Minnesota House Republicans advanced a pair of anti-abortion bills Wednesday through a committee, underscoring their intention to press ahead with measures now that could languish if power shifts to shared control next month.
The bills made it through the House Health Finance and Policy Committee, where the GOP currently has a majority. One addresses medical care that must be provided when “a baby is born alive despite an abortion,” a claim that is misleading and harmful, and the other provides grant money to “crisis pregnancy centers,” non-medical centers that discourage people from seeking abortion.
To become law, both would need to gain 68 House votes and get through a Senate narrowly led by Democrats and the signature of DFL Gov. Tim Walz.
Both bills were sent out of committee and could make it to the floor of the House before the special election on March 11.
That election will determine if Republicans gain a clear majority of 68 seats or if Democrats will tie the chamber at 67 seats for each party. The district covering parts of Roseville and Shoreview has traditionally favored DFLers.

Department of Education investigating MSHSL for policy on transgender athletes

The U.S. Department of Education is investigating the Minnesota State High School League (MSHSL) after the athletic association said it would follow state law and allow athletes to compete based on their gender identity.
In a statement Wednesday evening, the MSHSL said it is reviewing the recent communication and intends to "fully cooperate" with the investigation.
The executive order requires a 60-day window for athletic associations to convene and take action. On Monday, the MSHSL said it was considering getting a formal opinion from Minnesota Attorney General Keith Ellison for guidance.
"The Attorney General's Office will review the Minnesota State High School League's request and respond in the appropriate forum," Minnesota AG spokesperson Brian Evans said in a statement on Wednesday. "Attorney General Ellison has made it clear that he opposes efforts by the federal government to discriminate against, harass, and bully transgender Minnesotans. In fact, Attorney General Ellison has already filed one lawsuit challenging an illegal Executive Order from President Trump that seeks to ban gender-affirming care. When he filed that lawsuit, Attorney General Ellison said that he will not stand by and let Donald Trump weaponize the federal government against young people just trying to be themselves and that remains his position."

Study reports rising infant mortality with abortion bans

Infant mortality rates were higher than expected in US states with abortion bans after the bans were implemented, according to a recent study published in JAMA.
Total abortion bans were reported in 13 states and 6-week bans in 6 more as of November 2024. Data has indicated a 2% to 3% increase in live births above expectation in these states.
A decline has been observed in infant mortality in the United States, at 5.6 deaths per 1000 live birth in 2022 vs 6.9 in 2020.1 However, according to investigators, “abortion bans have the potential to counteract this progress, as they may increase infant deaths through the continuation of pregnancies with congenital malformations.”
The study was conducted to determine how abortion bans impacted infant mortality in US states. Biannual data of neonatal and infant mortality was collected alongside corresponding live birth data between January 2012 and December 2023 from the National Center for Health Statistics.
The imposition of a total or 6-week abortion ban was considered the exposure. Fourteen states with bans implemented between September 21, 2021, and August 25, 2022, were included in the analysis, as birth cohorts could not be observed for an appropriate duration in states with later bans.
