Robert Sauceda, P.E., new Executive Director of Public Works at the City of Hurst
City's new Executive Director of Public Works
*Robert Sauceda* has recently joined the City of Hurst as the new *Executive Director of Public Works.* He is a dedicated professional with more than 25 years of municipal experience in project management, construction and design. He holds a bachelor’s degree in civil engineering from New Mexico State University. He is a registered professional engineer in the state of Texas. Before Robert came to Hurst, he served as the Engineering Manager for the City of Irving in the Capital Improvement Program Department. Prior to that, he spent 16 years with the City of Fort Worth Water, Transportation, and Public Works Departments in different roles. He has worked on water and wastewater conveyance, treatment, pipeline, trenchless construction, project management, water supply and distribution, master planning, street, highway, and drainage projects in Texas and New Mexico. In addition to his professional pursuits, Robert is an active member of the American Society of Civil Engineers (ASCE) and is the current Vice President and board member of the Underground Construction Technology Association (UCTA) North Texas Chapter. He is passionate about sharing his knowledge and mentoring emerging professionals in the field.
“We’re excited Robert has joined our executive team and will lead our Public Works department. His extensive experience in municipal engineering, water and wastewater, and streets and drainage will be an asset to our organization and the Hurst community,” City Manager Clay Caruthers said. “I appreciate his passion for innovation and his dedication to developing up-and-coming professionals in the industry. I look forward to the impact he will make in this new role.”
Outside of work, Robert enjoys doing home improvement projects and spending quality time with his two kids and wife of 20 years. Please join us in welcoming Robert to the City of Hurst!

City of Hurst Water Tower
Water Meter Replacement Project Update
The City of Hurst is modernizing its water metering system. Since October 2024, City contractors, Ameresco and their subcontractor, Second Sight Systems, have been evaluating pipe material at the water meter to meet the Environmental Protection Agency (EPA) Lead & Copper requirements. This is the first phase of our water meter replacement project, estimated to complete by April 2025.
The second phase of the water meter replacement project is estimated to begin in May 2025. Also in partnership with Ameresco and Second Sight Systems, new Advanced Metering Infrastructure (AMI) water meters will be installed for all utility customers. This upgrade will provide you with more detailed insights into your water usage, helping you track consumption and manage your monthly bill more effectively.

Community Emergency Response Team (CERT)
Want to be better prepared for emergencies? The Hurst, Euless, and Bedford Community Emergency Response Team (CERT) programs are partnering to host the Spring 2025 CERT Basic Training Class—and registration is open now through March 21 at 5 p.m.!
*Class Dates:* March 28–29 & April 5, 2025
*Location:* Bedford City Hall, Building C (1805 L. Don Dodson Dr.)
*Limited Spots:* Only 10 seats per city– first come, first served!
CERT training empowers you to:
* Assist first responders in disasters
* Provide immediate help to victims
* Organize volunteers at disaster sites
* Support community safety projects
This hands-on course, led by trained first responders and experienced volunteers, covers disaster preparedness, fire suppression, basic medical skills, and light search & rescue. This training is free and you are required to attend all three days to complete the program.

Calling all artists for Utility Box Art Project Phase 3
The City of Hurst is thrilled to announce Phase Three of the Utility Box Art Project. This year’s theme, *“Pets and Wildlife of Hurst,”* celebrates the furry, feathered, and wild residents that make our city special. From playful pups to majestic owls, artists have the chance to bring the beauty and charm of Hurst’s animal life to our streets!
We’re looking for bold, colorful designs that capture the joy of pets, the wonder of local wildlife, or the unique connection between humans and animals. Selected artists will not only transform utility boxes into eye-catching works of art but also earn a $250 stipend for their creations.
Whether you’re a seasoned pro or just starting out, we want to see your ideas! Submissions are open to all DFW artists, with special consideration for Hurst residents. City received Certificate of Achievement for Excellence in Financial Reporting
Our fiscal services team earned the *Certificate of Achievement for Excellence in Financial Reporting* for their Annual Comprehensive Financial Report (ACFR) during the Fiscal Year 2022-2023. The *Government Finance Officers Association (GFOA) * established this program in 1945, and it has become the highest form of recognition in governmental accounting and financial reporting. This marks the *50th consecutive year* that the City has received this award and only three Texas cities have received the award for at least 50 years. Congratulations to our team for their hard work and dedication!

Citizens Police Academy
Take part in the Citizens Police Academy
The next Citizens Police Academy (CPA) is scheduled to begin on March 27, 2025. The Hurst Police Department sponsors the CPA to educate residents of Hurst on the “Hows and Whys” of the Hurst Police Department and its operations. This is accomplished through a series of lectures and hands-on activities on Thursday evenings from 6-9 p.m. through May 29, 2025. The CPA classes are held at the Hurst Justice Center, located at 825 Thousand Oaks.
Each applicant must be at least 21 years of age, live, work, or attend a church in the City of Hurst and successfully pass a background investigation. Applications must be turned in no later than Friday, March 21, 2025, by 5 p.m. To successfully graduate, each participant is required to attend at least eight of the 10 sessions.
