INTRODUCING LEGISLATION TO PROTECT OUR FARMS AND AGRICULTURAL PRODUCTION FROM CHINA AND OUR FOREIGN ADVERSARIES It is in the interest of the United States to review purchases of American farmland by foreign entities to protect our farms and agricultural production from our foreign adversaries, especially China. But for far too long, our government has repeatedly failed to enforce the laws on the books, monitor foreign purchases of our farmland, or assess financial penalties on those who break our laws. That’s why I introduced the FARMLAND Act to develop new oversight measures for foreign farmland purchases, bolster the USDA’s ability to report the threats of foreign acquisition of American farmland, and close security gaps that allow foreign adversaries to evade disclosing farmland purchases. I firmly believe that American farmland belongs to American farmers, and I will continue to lead the fight to protect our farmers and ensure that our farms are passed onto the next generation, not our foreign enemies. ENSURING ACCESS TO HIGH-QUALITY HEALTHCARE FOR OUR SENIORS AND RURAL COMMUNITIES In rural Iowa, access to dependable and affordable telehealth services is critical to the health and wellbeing of our families and seniors. When severe weather prevents road travel or broadband connectivity is unreliable, we must ensure that our families and seniors can visit with their doctors and receive care over the phone. However, at the end of March, Medicare coverage of audio-only telehealth services expires absent congressional action. I’m glad to work with my colleague from New Hampshire, Rep. Chris Pappas, to introduce legislation to permanently extend Medicare coverage of over-the-phone telehealth services so that Iowans can receive the care and advice that they need when they need it. PROVIDING OUR COMMUNITIES WITH THE RESOURCES THEY NEED TO MITIGATE AND RAPIDLY RECOVER FROM NATURAL DISASTERS Last summer, our communities were devastated by historic flooding that left homes, schools, hospitals, farms, and other infrastructure severely damaged. While we need rapid emergency response to floods, we also need to take proactive measures to protect farmland and our rural communities from devastation and equip our producers with the tools that they need to safeguard their land from excessive water damage. That's why I introduced legislation to improve the Emergency Watershed Protection program so that the USDA has greater flexibility to repair aging flood infrastructure, help cover the costs of needed improvements, and support farmers and rural landowners with protecting their land from flooding. By acting before floods strike, we can keep our farmland in production, save money in the long run, and help our rural communities mitigate and respond to flooding. WORKING TO PROVIDE ACCESS TO AFFORDABLE CAPITAL FOR OUR FAMILIES, FARMERS, AND SMALL BUSINESSES One of my top priorities as a member of the Ways and Means Committee is to enact policies that bring jobs and investment to rural communities. That’s why I introduced the ACRE Act to ensure that our families can buy homes in rural areas, our producers can access the capital that they need to feed and fuel our country and the world, and our community banks can offer credit at lower rates. This legislation will help young families plant their roots in rural Iowa, strengthen our state’s status as an agricultural powerhouse, and support rural lenders who drive economic growth up and down our main streets and across our rural communities. As the seventh largest turkey-producing state in the nation, we need to help our turkey farmers combat this devastating disease and get the relief that they need to keep family traditions alive and survive this downturn in production. I’m working to deliver relief to our turkey growers through the Livestock Indemnity Program so that they can keep their operations strong.
