Illinois EPA Announces Over $500,000 Awarded to 15 Community Water Supplies for Lead Service Line Inventories

Grants to Aid Communities in Finalizing Lead Service Line Inventories

SPRINGFIELD —Illinois Environmental Protection Agency (Illinois EPA) Acting Director James Jennings today announced the recipients to date from the fourth round of Lead Service Line Inventory (LSLI) grants, which will assist 15 additional community water supplies (CWSs) in meeting the requirements outlined in the Lead Service Line Replacement and Notification Act (LSLRN Act). The LSLI Grant Program offers grants to local government units ranging from $20,000 - $50,000 to fund the creation of a complete lead service line inventory. A total of 264 Illinois drinking water systems have benefited from this funding since the LSLI grant program was announced in October 2022.

The LSLRN Act (Public Act 102-0613) requires owners and operators of CWSs in Illinois to submit a complete, final water service line material inventory for the Illinois EPA’s approval. The final inventory must report the material composition of all service lines within the CWS’s distribution system, including the number of lead service lines.

“All Illinois community water supplies are required to identify lead service lines within their systems, but the cost of doing so can be a burden for many smaller systems simply,” said Acting Director Jennings. “We are pleased that communities continue to seek this funding so they can ultimately identify and replace lead service lines found within their water distribution systems.”

To date in state fiscal year 2025, Illinois EPA has funded 15 projects for a total of $527,737. Following the initial round of funding, Illinois EPA received significant interest from numerous communities and made additional funding available to provide CWSs with essential funding to meet this statutory requirement.

Grantees may also request supplemental funding in the form of a low-interest loan through the Illinois EPA’s Public Water Supply Loan Program (PWSLP).
