Legislative Update

1

Friends and Neighbors,

One of the most rewarding parts of this job is working on the issues you told me matter most. Whether it was at the doors during the campaign or in conversations over the past year, one thing was clear: Minnesotans want a government that respects their hard-earned money, prioritizes common sense, and delivers real results. That’s why I’m working hard to bring those values to the Capitol this session.

Giving Surpluses Back to the People

When I spoke with families, small business owners, and retirees across our district, a common concern was that when the state runs a surplus, that money should be returned to the people who paid it—Minnesotans. That’s exactly what House File 4 [ [link removed] ] aims to do.

This bill proposes a constitutional amendment that would require future surpluses exceeding 105% of projected expenditures to be returned to taxpayers. That means instead of politicians in St. Paul finding new ways to spend extra tax revenue, Minnesotans would get a direct say in how their money is handled.

If passed, this amendment would go on the ballot for voters to decide in 2026—giving a more direct voice to the people. I believe the people of Minnesota deserve that choice. The bill is expected to reach the House floor next week, and I’ll be fighting to make sure it moves forward.

Ensuring Veteran Funds Are Used Effectively

Another priority this session is ensuring every dollar allocated to veterans' services is making a difference. Two bills I’m working on—previously authored by former Rep. Wiens—would require detailed reporting on the effectiveness of grants given to veterans’ programs.

Right now, we invest millions into veteran services, but there’s little accountability on whether those programs are actually delivering results. These bills would ensure transparency by requiring annual reports on how many veterans are helped, how funds are spent, and which programs are truly making a difference.

Former Rep. Wiens will be testifying in support of these bills, and I’m hopeful we can get them across the finish line. Our veterans deserve the best, and that starts with making sure we’re funding programs that truly help our men and women who served.

From $18 Billion Surplus to $6 Billion Deficit

Minnesota was left with a historic $18 billion surplus just two years ago. Under one-party Democrat control, that surplus has disappeared, and now we’re staring at a $6 billion deficit for Fiscal Year 2028-2029.

That’s $24 billion in the wrong direction—all while Minnesotans are already struggling with high costs, rising property taxes, and economic uncertainty. A lot of work will be needed in the days ahead to pass a responsible budget that curtails the deficit, but the answer isn’t raising taxes again. Minnesotans have enough on their plate after $10 billion in new taxes were passed by the Democrat trifecta. What we need to do is cut waste, rein in reckless spending, and focus on policies that actually work.

Another great week at the Capitol. Here are some of the people I met with. I met with great representatives from the FATHER Project Minnesota, Saint Paul College and MN State Colleges, County Commissioners, and many more. I also provided a tour to a friend of my daughter who is interested in getting involved in politics and a career in public service.

Moving Forward Together

From returning surpluses to taxpayers, fighting fraud, and advocating for common-sense policies, I remain committed to working on the issues you told me matter most. It’s concerning to see so much Democrat pushback on these basic, responsible ideas, but I won’t back down.

We’re going to keep working for a stronger, more prosperous Minnesota—together.

Sincerely,

Representative Wayne Johnson
