California's housing shortage and affordability crisis remains severe. The displacement of thousands of Californians by wildfires threatens to make that shortage even worse. And new tariffs on building materials will make it more costly to build, rent, and buy homes.
That's why it's urgent for California to pass bold legislation to make it easier to build housing faster and more affordably. We also have to make sure the laws we pass are working, and improve them so they achieve the objective of more homes.
California YIMBY helped pass SB 9, SB 35, and SB 423 to spur the construction of new homes. But their initial implementation has exposed loopholes that hinder our progress – and that NIMBYs use to block urgently-needed housing. Now, we're joining forces with Sen. Scott Wiener to launch SB 677, which will improve these laws and help get more housing built.

SB 677 improves existing law that extends the right to build duplexes and fourplexes in residential neighborhoods, and strengthens streamlining for multi-family properties in urban areas.
With the passage of SB 9 in 2021, California became one of the first states to legalize up to four homes per property, and streamlined splitting single-unit properties into two separate properties. But some of the provisions in the law have been abused by cities and anti-housing neighbors, preventing its effective use.
Similarly, in 2023, a coalition of housing advocates and labor unions passed SB 423, an extension of SB 35 -- one of the most effective pro-housing laws of the past decade. But certain provisions in that bill have also proven to be vulnerable to challenges by some Californians who unfortunately don't want more homes in their neighborhoods.
SB 677 updates both SB 9 and SB 423, improving both bills to make it faster, easier, and more affordable to build homes of all types in the neighborhoods where they are needed the most. SB 677 will allow these laws to deliver more fully on their potential.
You'd think that SB 677 would be a straightforward bill that would easily pass. But we know that people who don't want to make it easier to build new housing in our urban neighborhoods are going to fight hard to stop even a bill like this.
