They never saw it coming.

When a social worker from New York’s Office of Children and Family Services visited New Hope Family Services for a routine site review in 2018, everything seemed to go well.

The review is an all-day process that examines the programs and policies of organizations like New Hope—a private, Christian agency that offers adoption planning and placement.

At the end of the day, the social worker seemed pleased with everything she’d seen. She noted that New Hope was performing a much-needed service in the community. Indeed, the agency has placed more than 1,000 children into loving homes in its 55-year history!

A month later, a complimentary letter arrived. New Hope needed to make just a few minor changes—mostly to implement some new forms. Overall, the remarks were overwhelmingly positive.

But just one week later, the social worker changed her tune. She called New Hope with an ultimatum…
