Nearly half of the state’s freshwater species are vulnerable to extinction, but a robust embrace of climate-smart conservation tools could help. Are current laws standing in the way? Our analysis says no, but it suggests that some critical reforms could change the trajectory for declining freshwater species—if leaders are willing to take risks.
