NHCEH’s Executive Director, Jennifer Chisholm, Testifies on House Bill 60
One of the three pillars of NHCEH’s work in finding lasting solutions to end homelessness is that of advocacy. If we are to truly make a difference and change the harsh reality of homelessness so many Granite Staters are facing, we need to be at the table where the decisions are made.
NHCEH works hard to stay informed and educated on the many different systemic challenges that have left NH with the highest percentage increase in homelessness in the entire nation (from 2022-2023). This issue is complex. It is layered. And it needs and deserves attention at every level, from all angles, with hearts that are unencumbered by judgement and open to learning and addressing the needs of our neighbors.
There is much you can learn about the intricacies of legislation impacting the issue of homelessness by staying up to date on various bills related to this issue. Within the past few weeks, NHCEH has taken a seat at the table to share critical and impactful data with NH legislators and offer clear and respectful guidance on how their vote could either positively impact our efforts or further compound the problem.
Recent legislation for which NHCEH has submitted written and/or verbal testimony is listed below. Click on the bill number to read NHCEH’s testimony.
HB 60 ([link removed])
This bill would allow landlords to end a tenant’s lease at the expiration of the lease term without cause. Note: This bill has passed the House and will now be going for a vote in the Senate. We will put out an action alert when we learn the hearing date. Lending your voice will be critical, as NHCEH and other housing and homelessness organizations are extremely concerned about the impacts this would have on NH residents.
HB 348 ([link removed])
This bill would allow municipalities to establish a residency requirement of up to 90 days before individuals are able to apply for assistance. Individuals must demonstrate residency with a lease, car registration or utility bill in their name.
SB 113 ([link removed])
This bill would make appropriations to the department of health and human services for homeless services and homeless prevention.
HB 530-FN ([link removed])
This bill would increase the amount of revenue transferred from the real estate transfer tax to the affordable housing fund.

2. Scroll to “Meeting Resources” on the homepage
3. Select “House Sign-in Form” or “Senate Remote Sign-In”
4. Fill in your name, town and email address
5. Select the date of the hearing
6. Choose the bill number
7. Select “I am: a member of the public”
8. Fill in “I’m representing myself or your workplace or organization”
9. Select whether you support, oppose, or are neutral on the bill
