Skagit County is soliciting consultant bids for the provision of Environmental Assessment services for upcoming housing development projects. Environmental review levels will include Categorically Excluded Subject To (CEST) 58.5 and full NEPA Environmental Assessment. Qualified consultants must demonstrate both history and current capacity for conducting environmental review for the development of HOME funded nonprofit and/or affordable housing.

Because the anticipated cost is expected to be below formal bid thresholds, Skagit County issuing an informal solicitations process. *If your organization may be interested in bidding in response to this solicitation, please reply to this email with a statement of qualifications and cost to [email protected]** by 4pm on March 21, 2025. *

Cost statements should include an hourly rate and/or the estimated cost for CEST and NEPA Environmental Assessment reviews. If providing a cost statement in a per-review format, please include the total expected number of hours worked. Please assume that Project Sponsors will provide Partner Worksheets to assist in the completion of the environmental review. Use of HEROS (HUD Environmental Review Online System) will be required.

Skagit County will weigh qualifications and cost in the selection of its contractor. Depending upon the capacity of responding consultants and upcoming project timelines Skagit County may select multiple consultants from this solicitation.
