Message from Congressman Scott Fitzgerald
Good morning, everyone, and happy Monday!
Last week was busy on Capitol Hill as we were hard at work passing the FY25 Budget Resolution—delivering on key promises to the American people.
We took decisive action towards our goals of extending the 2017 Trump Tax Cuts to support hardworking families, securing the border, and reducing inflation by cutting government spending. Our budget achieves $1.5 trillion in mandatory savings over the next decade, restoring fiscal responsibility while advancing President Trump’s America First agenda.
Despite misleading claims, the FY25 Budget Resolution does not cut Social Security, Medicare, or Medicaid. Rest assured, I am committed to rooting out waste, fraud, and abuse while ensuring those who have earned and need these benefits still receive them.

Introduced Legislation Targeting the Regulatory State
Last week, I introduced two pieces of legislation aimed at reining in excessive regulatory burdens from the administrative state.
The Separation of Powers Restoration Act (SOPRA) would mitigate the abuse of power by unelected bureaucrats in our federal agencies.
The Making the CFPB Accountable to Small Businesses Act would require the Consumer Financial Protection Bureau (CFPB) to presume that size and sophistication-based tailoring of regulations are needed in SBREFA panel reviews. If tailoring is not undertaken by the panel, they must issue a justification.

Examining Policies to Counter China
The House Financial Services Committee last week held a hearing titled, “Examining Policies to Counter China.” The hearing highlighted the challenges posed by China across a range of policy issues, including China’s dominance as an official creditor and its influence in the international financial institutions (IFIs), energy security, the development of cutting-edge technologies, and illicit fentanyl trafficking. The hearing also examined policy tools to outcompete China through growth, innovation, and cooperation with U.S. allies.
During my committee remarks, I discussed that the number of Chinese nationals, particularly military-age males, being apprehended at the southern border is of grave concern. Combine that with the flow of money from Beijing fueling the drug trade, and it’s a significant national security issue.
The Trump Administration has already taken decisive action to secure our border by declaring illegal immigration a national emergency. I fully support President Trump's bold actions to stop this growing threat. We must curb the flow of fentanyl into the United States to protect American communities.
Letter Demanding EU Antitrust Chief Clarify Rules That May Target U.S. Companies
Congressman Jim Jordan and I called on the European Commission to provide a briefing on The Digital Markets Act (DMA) to understand the Commission’s approach to enforcing the DMA, its interactions with American gatekeepers, and ongoing enforcement efforts that may target U.S. companies.
The DMA gives the European Commission the ability to designate certain companies as gatekeepers, subjecting these companies to burdensome regulations and giving European competitors an advantage. Gatekeepers that violate the DMA potentially face punishment from the Commission, including fines equaling 10 percent of the company’s annual revenue and, in instances of repeat violations, fines reaching 20 percent of annual revenue or even forced divestiture of assets. These severe fines appear to have two goals: to compel businesses to follow European standards worldwide, and as a European tax on American companies.
Justice Delayed: The Crisis of Undermanned Federal Courts
Last week, the House Judiciary Committee held a hearing titled, "Justice Delayed: The Crisis of Undermanned Federal Courts."
During the hearing, we examined the current crisis facing the U.S. justice system as a result of the significant and lasting shortage of judges in U.S. federal courts—including the impact on criminal and civil cases in federal courts, timelines for resolution, and the pressing need for additional judgeships.
